About this file
This document presents the evaluation criteria for Group 1: Lockbox Services, a banking service offering from Broward County, Florida's Finance and Administrative Services Department. The solicitation seeks qualified vendors to provide lockbox and payment processing services, with vendors permitted to submit proposals for one or multiple banking service groups. Vendors must perform all work without subcontracting and must submit separate responses for each service group, including responses to evaluation criteria, pricing, and all required documentation. The contract encompasses five banking service groups: Lockbox Services, Merchant Card Services, Purchasing Card Services, Third-Party Custodian/Safekeeping Services, and Treasury Services. Broward County reserves the right to award each service to a single or multiple vendors.
The evaluation criteria for Lockbox Services are weighted across five categories totaling 100 points: Ability of Professional Personnel (10 points), Project Approach (60 points), Past Performance (10 points), Location (5 points), and Pricing (20 points). The Project Approach criterion carries the greatest weight and requires vendors to address workflow and operational procedures, post office box management, internal controls for 24-hour payment processing, daily data transmission and deposit capabilities, online system capabilities, documentation samples, backup and disaster recovery plans, fraud mitigation strategies, and a detailed transition and implementation plan. Vendors must demonstrate experience providing lockbox services to public entities of similar size within the past five years and provide minimum three references for verification. Pricing will be evaluated using a competitive formula where the lowest proposed price receives full points, with all other proposals scored proportionally.
