About this opportunity
The City of Lubbock, a home-rule municipality in Texas serving approximately 350,000 residents through over 40 departments with approximately 2,600 full-time employees, is requesting proposals for comprehensive Consulting and Broker Services for City Property and Casualty Insurance through Request for Proposal (RFP) 26-19575-KM. The scope of services encompasses professional property and casualty insurance consultant/broker services to review, analyze, recommend, and place all insured and self-funded insurance programs, including property, auto, general liability, law enforcement liability, employment practices liability, public officials errors and omissions, airport liability, workers' compensation, boiler and machinery, cyber liability, medical malpractice, unmanned aerial vehicle coverage, and terrorism insurance. The successful broker must place all required lines of insurance to begin coverage on April 1, 2027, or at the next renewal date thereafter, and will be responsible for processing policy change endorsements, conducting policy reviews and audits, and potentially preparing Requests for Proposals for the City's insurance needs. All insurance policies must be obtained net of commission. Evaluation criteria consist of Consultant/Broker Experience (30 points), Service Quality and Personnel Availability (30 points), Financial Capacity (10 points), and Price (30 points). Proposals must be submitted by April 30, 2026, at 3:00 p.m. through the Bonfire electronic portal or in hard copy to the Director of Purchasing and Contract Management, with a pre-proposal meeting scheduled for April 16, 2026, at 10:00 a.m., available both in-person at City Hall and via Zoom teleconference.
The contract contains no identified set-asides for disadvantaged enterprises, though all proposing firms must satisfy standard compliance certifications including non-collusion affidavits, vendor acknowledgement forms, business questionnaires, conflict of interest questionnaires, insurance affidavits, and reference forms requiring three professional references from comparable customers. Bidders must maintain comprehensive insurance coverage throughout the contract term, including Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Auto Liability of $1,000,000 combined single limit, Workers' Compensation at statutory limits with $1,000,000 employer's liability, Professional Liability of $1,000,000/$2,000,000 aggregate, and Cyber Liability of $2,000,000 per claim, with the City named as additional insured on a primary and non-contributory basis. The resulting contract term is one year with four optional one-year extensions, automatically renewing unless either party provides 90-day written notice of termination. Prices are guaranteed for six months from City approval and may be adjusted thereafter based on changes to the Consumer Price Index or Product Price Index. The City reserves the right to terminate the contract with 30 days' written notice and does not guarantee any specific compensation amount or service volume. No specific award value or budget range is detailed in the procurement documents.
