About this opportunity

Clay County, Florida is soliciting bids for the Construction of Radar Road (IFB #25/26-010), a comprehensive infrastructure project involving the construction of approximately 1,950 linear feet of roadway connecting Town Center Boulevard to US Highway 17. The project encompasses multiple complex elements including clearing and grubbing, earthwork, traffic control, paving, storm drainage, utility adjustments, landscaping, irrigation, signage, and pavement markings. Bidders must be pre-qualified with the Florida Department of Transportation (FDOT) in specific fields such as flexible pavement, drainage, grading, sidewalk, pavement marking, roadway signage, and underground utilities. A mandatory pre-bid meeting is scheduled for October 29, 2025, at the Clay County Administration Building, with bids due on November 20, 2025, at 4:00 pm and bid opening on November 21, 2025. The project has a substantial completion timeline of 345 days from the Notice to Proceed, with final completion required 30 calendar days after the delivery of the punch list. Contractors must submit a 5% bid bond and must self-perform at least 40% of the work, with a requirement of being in business for a minimum of 5 years doing similar work.

The procurement opportunity appears to be open to all qualified contractors, with no specific set-aside designations or restrictions for disadvantaged enterprises mentioned in the documentation. Contractors must provide comprehensive documentation including proof of insurance, workers' compensation, and other required certifications. While specific budget ranges are not explicitly stated, the detailed line-item pricing proposal includes 107 separate items across various infrastructure categories, suggesting a significant project investment. The project involves multiple permit approvals, including an Environmental Resource Permit from the St. Johns River Water Management District and FDOT Driveway and Drainage Connection Permits. The county has established strict communication protocols prohibiting direct contact with county officials during the bidding period and reserves the right to reject any or all bids. Additionally, the project includes provisions for performance and payment bonds, warranties, and electronic funds transfer capabilities for the selected contractor.
