About this file
This is an Addendum #3 document for Clay County, Florida's Construction of Radar Road project (IFB #25/26-010), providing clarifications and revisions to the original Invitation for Bid. The project encompasses the construction of approximately 1,950 linear feet of roadway connecting Town Center Boulevard to US Highway 17, including clearing and grubbing, earthwork, traffic control, paving, storm drainage, utility adjustments, landscaping, irrigation, signage, and pavement markings. A mandatory pre-bid meeting was held on October 29, 2025, at the Clay County Administration Building. Bids were due on November 20, 2025, at 4:00 pm, with bid opening scheduled for November 21, 2025. The project requires substantial completion within 345 days from the Notice to Proceed, with final completion required 30 calendar days after punch list delivery. The addendum provides revised specifications, clarifications to contract requirements, and any modifications to the original bidding documents that contractors must incorporate into their final proposals.
Contractors must submit a 5% bid bond and are required to self-perform at least 40% of the work. Bidders must be pre-qualified with the Florida Department of Transportation in flexible pavement, drainage, grading, sidewalk, pavement marking, roadway signage, and underground utilities, and must demonstrate a minimum of five years in business performing similar work. The project includes a line-item pricing proposal with 107 separate items across infrastructure categories. Contractors must provide proof of insurance, workers' compensation, and other required certifications, as well as performance and payment bonds. The procurement is open to all qualified contractors with no specific set-asides for disadvantaged enterprises. Permit requirements include an Environmental Resource Permit from the St. Johns River Water Management District and FDOT Driveway and Drainage Connection Permits. Clay County reserves the right to reject any or all bids and maintains strict communication protocols prohibiting direct contact with county officials during the bidding period.
