About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a fire station construction project at the Watervliet Arsenal in New York. The amendment extends the bid submission date from 26 August 2025 to 3 September 2025 and updates Project Labor Agreement (PLA) requirements. The solicitation is for an unrestricted full and open competition with HUBZone preference, using a single-step best value tradeoff method. The project has a NAICS code of 236220 with a size standard of $45,000,000 and a project magnitude range between $35,000,000 and $75,000,000.
Key submission details include electronic proposal submission via email to Denisse Soto and Nicholas Emanuel by 2:00 PM EST on 3 September 2025, with a 25MB file size limit. Contractors must complete AT Level I training within 30 calendar days of contract start and use E-Verify for employment eligibility. The contract duration is 730 calendar days, and offerors must submit pricing for all Contract Line Item Numbers (CLINs). The solicitation emphasizes that the Project Labor Agreement must be submitted by the apparent successful offeror before contract award, in compliance with Executive Order 14063.
