About this file

This document is a Solicitation Amendment for the Watervliet Arsenal Fire Station Construction Acquisition project, modifying the original solicitation W912DS25RA009. The amendment extends the bid submission deadline from 10 August 2025 to 26 August 2025 and the Request for Information (RFI) close-out date to 4 August 2025. The project is a 100% unrestricted full and open competition with HUBZone preference, using a single-step best value tradeoff method. The project's NAICS code is 236220 with a size standard of $45,000,000, and the project magnitude range is between $35,000,000 and $75,000,000.

Key modifications include clarifying requirements for the technical approach to compartmentalized facilities, confirming equipment procurement responsibilities, and addressing various bidder inquiries. The project is subject to a Project Labor Agreement (PLA) under Executive Order 14063, and each offeror must negotiate and provide a specific PLA. The anticipated contract award date is 30 September 2025, with a notice to proceed date no later than 31 December 2025. The general contractor must perform at least 20% of the work using their own forces, and the structural steel contractor must have AISC fabrication certification. Proposals must be submitted electronically via email to specific contract personnel by 2:00 PM EST on 26 August 2025.
