About this file
This document is an Amendment of Solicitation (Standard Form 30) for the Watervliet Arsenal 3 CO HQ Fire Station project (Solicitation W912DS25RA009). Amendment 0004 provides clarifications and updates to various drawings, specifications, and technical details based on bidder inquiries. Key changes include revisions to drawings such as ET-601, I-601, I-602, A-602, and A-604, as well as specification sections 08 71 00, 09 51 00, and 12 24 13.
The amendment addresses multiple technical questions from potential bidders, including specifications for door hardware, window treatments, electrical systems, structural steel details, and LEED certification requirements. Notable clarifications include confirming that all window treatments will be manual, the electrical contractor is responsible only for pathways for access control and CCTV systems, and the project aims to achieve formal LEED Silver certification. The government will provide a geotechnical report, and all exterior window glazing must be tempered glass meeting blast requirements. The bid date remains unchanged, and bidders must acknowledge receipt of this amendment prior to the specified date.

BIDDER INQUIRY: Spec 013329 1.6.14.1.1 states:
"Project is already registered with TPC organization to achieve LEED v4 BD+C Silver..."
However, the project does not appear to be registered with USGBC, and the Energy & Sustainability Record Card provided is for a different project.
Please clarify:
Is the project currently registered with USGBC under LEED v4 BD+C Silver?
If not, is it the GC's responsibility to register and pay associated fees?
Does the Government intend to pursue and pay for formal USGBC certification (including consultant, review fees, documentation, and plaque)?
Or is the requirement only to design and build in alignment with the Federal Guiding Principles, without formal certification?
RESPONSE:
The project is registered through the LEED Online portal (LEED V4) and the initial registration fee has been paid. It cannot be registered under Silver, though Silver is the goal.
While the project is registered and the initial registration fee has been paid, all review fees (Split review:
one design review, and one construction review) will fall to the contractor.
It is the government's intention to secure formal LEED Silver recognition and a plaque be procured and installed. Note that all design credits have been developed, documented, and uploaded. The contractor will be tasked with paying the review fee to start the design credit review process. The design team will support the contractor in the event USGBC replies with inquiries or requests for additional information regarding the design credits. The contractor will be expected to achieve all construction credits necessary to achieve LEED silver, and to document, upload, and pay all associated fees to that end.
Incorrect. The Government expects formal and recognized certification as stated above.
BIDDER INQUIRY: Is there a geotechnical report of the current site or if GC's will be asked to carry this in their pricing.
RESPONSE: Geotechnical Report attached.
The drawings contain borehole logs and a borehole location plan.
The specifications contain depth to groundwater that was encountered during the geotechnical site-exploration program.
It is the contractor's responsibility to study the drawings and specifications during the bidding phase to get an idea about what to expect during excavation and construction phase.
BIDDER INQUIRY: Project manual provides a specification section for sheet applied and fluid applied air barriers. The drawings only call out fluid applied air barriers.
RESPONSE: Fluid applied air barriers to be used on this project unless otherwise indicated, Please disregard section pertaining to Sheet applied air barriers.
BIDDER INQUIRY: The specifications do not include any sections for electronic access control or CCTV systems. Please provide specs for these systems if they are to be contractor-furnished and installed.
RESPONSE: Electrical Contractor Is responsible for pathways only for access control and cctv system.
DRAWINGS FOR THIS WORK ARE DIAGRAMMATIC AND
INTENDED TO CONVEY THE EXTENT, GENERAL ARRANGEMENT AND LOCATION OF THE
WORK.
BIDDER INQUIRY: Details 1 & 2/S506 note 95 support tube steel (see plan) for shelf angles; these are not shown on plan. Please confirm exact locations.
RESPONSE: Details 1 & 2/S506 are for exterior brick walls in the apparatus bay and are suitable for above doors and windows along grid lines B & J. They may be used along grid line 1 for brick support as required.
BIDDER INQUIRY: Is the electrical contractor for supplying the access control / CCTV system? If so, please provide a specification.
RESPONSE: Electrical Contractor Is responsible for pathways only for access control and cctv system.
