PROPOSER'S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.
BIDDER INQUIRY: Existing Legacy Fire Alarm and Fiber in Building 44
The documents indicate existing Simplex fire alarm equipment, legacy Notifier equipment, and single-mode fiber backbone originate from Building 44.
Please provide floor plans or site plans showing the existing Simplex FACP, network equipment, and source points for the 50-pair copper cables and fiber backbone.
Photos or as-built documentation of the existing telecom room / fire alarm equipment.
Clarify the point of demarcation where contractor work will interface with existing systems.
RESPONSE: FA contractor is not anticipated to have any scope in the existing building.
Pictures of IT and electrical panels will not be provided for security reasons. All information and contractor's requirements regarding fiber and fire alarm installation are available. Refer to Sheets ES103 AND ES104 for fiber information regarding the site. Refer to sheet ET601 for the Telecommunications riser diagram.
FA contractor to connect to base fire alarm fiber network in Telecomm Room 126. Refer to fire alarm and telecommunications drawings.
BIDDER INQUIRY: EV Chargers. Specs include SECTION 11 11 37 ELECTRIC VEHICLE SUPPLY EQUIPMENT. Sheet ES-103 Keynote 13 states "capped stub up for future EV chargers". Please confirm that associated pedestals, EV charging station signage, chargers, conductors, and breakers are by others.
RESPONSE: The pedestals, signage, chargers, and conductors would be done by others. The breaker within the electrical panel would be done by the contractor after coordinating the exact charger requirements with the user.
BIDDER INQUIRY: Please confirm who will be performing field testing and inspections.
RESPONSE: [Per project specification section 31 00 00, all testing of soils whether their source is from the site or brought to the site shall be done by agencies hired by the contractor and approved by USACE.
The cost of testing shall be borne by the contractor.
BIDDER INQUIRY: Please confirm that NO site contaminants are existing on any of the site soils or ground water.
RESPONSE: No contaminants of concern exist on the site according to the lab (analytical) tests done in 2024.
BIDDER INQUIRY: Door schedule A602 and A603 reference door types O and P, however door elevation types only show A through N. Please advise.
RESPONSE: Sheets A-602 and A-603 have been revised Door types O and P have been revised to correct type.
BIDDER INQUIRY: Door # 205 is listed twice on door schedule.
RESPONSE: Door 205 has been revised to Door 206.
BIDDER INQUIRY: 2.5.1 Door Hinges calls for continuous Hinge type, BHMA No. B01492. Please confirm if Blum 120 concealed hinges are acceptable.
RESPONSE: Cabinet hinges have been revised to: Frameless Concealed Hinges, BHMA No. B01612 ( See Revised Spec 06 41 16.00 10.
BIDDER INQUIRY:
Body members (ends, divisions, bottoms, and tops), Shelving, door and drawer fronts, are call out to be 3 /4" MDF. Please confirm 3/4" particleboard is acceptable.
2.10.1.1.4 Cabinet backs are called out to be 1/4" MDF. Please confirm 3/4" particleboard is acceptable.
2.10.1.1.5 Drawer sides, backs, and subfronts are called to be 1/2" hardwood. Please confirm that 3/4" particleboard is acceptable
2.10.1.1.6 Drawer bottoms are called out to be 1/4" MDF. Please confirm 1/4" particleboard is acceptable.
RESPONSE: MDF is preferred.
BIDDER INQUIRY: 2.10.2 Cabinet floor base calls for treated nominal 2" lumber. Please confirm 3/4" MDO plywood ladder base to desired height as shown is acceptable.
RESPONSE: 3/4" MDO plywood Ladder base to desired height is acceptable.
BIDDER INQUIRY: Base/wall cabinet case body (exterior and interior), adjustable shelving, and top and bottom surfaces are called out to be HPDL grade VGS or CLS. 1) Please confirm the exterior and adjustable shelving inside of cabinet is acceptable to have laminate. 2) Please confirm for the interior of the cabinet it is acceptable to have white melamine.
RESPONSE: HPDL is preferred over laminate and melamine.
BIDDER INQUIRY: I-601 calls for WB-1 and WB-2 however these are not taged in plan or a window treatment schedule provided. Please provided a floor plan with window treatment tags.
RESPONSE: Per "LEGEND OF COLORS AND FINISHES" All DORM ROOM windows and all DAY TRAINGING ROOM windows will receive WB-1 (103A, 105A, 124, and 17 rooms on the second floor).
all OFFICE windows and all CONFERENCE ROOM windows will recive WB-2 (117, 110, 101, 103, and 105).
BIDDER INQUIRY: Please provide openness factor for inside and outside shade cloths on dual roller shades.
RESPONSE: There are not any dual roller shades in the project. WB-1 is 1% open and WB-2 is 5% open.
BIDDER INQUIRY: Please confirm millwork will not reqire AWI labeling.
RESPONSE: All millwork shall conform to AWI standards with required labeling for compliance. (See revised spec 06 41 16.00 10).
BIDDER INQUIRY: Proprietary FA vendor (JCI) is not quoting the Emergency Response System on the EY system drawings. There is no riser diagram or specs included for this system. The notes state to consult UFC 4-730-10 but that doesn't clarify what exactly is required for the system, just that the system itself is required. What is required? Can we be provided the necessary information in order to receive quotes and know how to install the system?
RESPONSE: Fire alarm riser diagram provided in contract drawings indicates design intent. Contractor to provide fire alarm riser diagram with shop drawing submittal for approval.
BIDDER INQUIRY: Please confirm if underground utilities within the project site limits are public or private. Public utilities will be identified by Digsafe, however private utilities will need to be identified by a private utility location company. Please confirm if private underground will be encountered and therefore a private utility location company is required.
RESPONSE: Contractor should plan to coordinate with all utility companies for underground utilities encountered whether public or private that support WVA unless directed otherwise.
BIDDER INQUIRY: Please confirm the attached delineation of roles for QFPE, FPQC, DEPE is to govern for this solicitation.
RESPONSE: Confirmed. See attachment.
BIDDER INQUIRY: There is conflicting frequency of QC surveillance nad inspection listed in the Quality control matrix provided in section 01 45 00. Most if not all list the "frequency of QC surveillance and inspection will be minimum two times a week during installation, full week during installation and final inspection." Please confirm frequence of inspections.
RESPONSE: Spec revised to ""frequency of QC surveillance and inspection will be minimum two times a week during installation, full week during testing and final inspection."
BIDDER INQUIRY: Specification014500, paragraph1.6.6, Experience Matrix, 3. Area of Responsibility states (verbatim) for each of Civil, Mechanical, Electrical, Structural, Architectural, TAB, and Geotech QC Specialists:
3-2 "Frequency of QC surveillance and inspection will be minimum two time a week during installation, full week during installation and final inspection." This language is contradictory and ambiguous. Please clarify the intended responsibilities for the seven (7) QC Specialists listed in the Experience Matrix providing additional PE-level oversight beyond the dedicated QC Manager, the Designer of Record, and the USACE QA team.
RESPONSE: Specification revised to "frequency of QC surveillance and inspection will be minimum two times a week during installation, full week during testing and final inspection." QC specialists are required to assist and report to the QC Manager. Single person can cover more than area provided the single person is qualified to perform QC activities.
BIDDER INQUIRY: Are we able to receive a list of already cleared contractors that currently work on site?
RESPONSE: Refer to document labeled "Attendance List 21 July 2025" posted on sam.gov on 29 July 2025.
BIDDER INQUIRY: Do we have adequate laydown space?
RESPONSE: Refer to GC-101 for contractor's working limits of the site. Contractor laydown and trailer location to be located within contractor's working limits. Refer to GC-101 general notes for additional information. Parking area to the east shall be available for use by the government at all times during construction and blocking off existing parking within the limits of the construction area shall be kept to a minimum in both area needed and time necessary to perform work.
BIDDER INQUIRY: Temp power access?
RESPONSE: Refer to drawing ES103 for electrical site plan, GC001 "Utility Notes", and specification 01 50 00 paragraph 3.3. It is the contractor's Means and Methods on how to obtain temporary power onsite utilizing the existing power infrastructure within the confines of the construction limits as well as adherence to all necessary relevant drawings and specifications.
BIDDER INQUIRY: On drawing A-603, Door Type "D" is listed as an Aluminum door. On Drawing A- 602, Opening 124CA & 003E are Type "D" doors, but are showing the material as Hollow Metal. Please Clarify the door type for this opening.
RESPONSE: Doors 124CA and 003E have been changed to Type J and material has changed from hollow metal to Aluminum/ Glass (See attached A-602)
BIDDER INQUIRY: Specification Section 08 22 00, is calling for FRP Doors. There are no FRP doors on the Door Schedule or in the Drawings. Please clarify if there are any FRP doors to be included in this project.
RESPONSE: FRP Doors will not be used on this project, disregard sections pertaining to FRP doors
BIDDER INQUIRY: Specification Section 08 91 00, is calling for door louvers in wood doors. On drawing A-602/A-603, within the schedule and types, there are no louvers shown on any doors. Please clarify if there are any door louvers to be included in this project.
RESPONSE: Door Louvers in wood doors will not be used on this project, disregard sections pertaining to door louvers in wood doors.
BIDDER INQUIRY: On drawing A-602/A-603, there is no Door Type "P" & "O" on the door legend.
However, there are Wood Door Types "P" & "O" in the schedule. Please clarify if types "P" & "O" are the same style as Wood Door Type "B".
RESPONSE: Doors listed P&O have been revised to reflect Door types. (A-602, A-603 revised and re-issued).
BIDDER INQUIRY: Please confirm where the OP-1, operable partition, is located. This is showing in the specification and the material legend, but not the location.
RESPONSE: Operable partition is located between rooms 113A and 113 See A-110.
BIDDER INQUIRY: Please confirm the FF&E , shown on Drawing I-108 & I-109, is not the contractors' responsibility. As there is no specification on these.
RESPONSE: MUE: WVA is procuring and installing.
FF&E: WVA is procuring & installing through USACE Huntsville.

BIDDER INQUIRY: Please confirm that there will be the 6' chain link fence and gate located around the Mechanical enclosure, Electric Sub-Station Enclosure, and Electric Generator Enclosure. Site plan on Sheet CS-101 shows the fence around the dumpster; however not these other enclosures. Detail A10 on Sheet C-503 calls for chain link fence to be provided at Mechanical and Electrical equipment pads.
Please confirm.
RESPONSE: Yes, Sheet C-503, detail A10, Note 1 calls out for respective site plan. Hence, MS100, ES101 and ES103 shows the pad and fence. Civil drawing just shows the outline for electrical and mechanical pads. Detail of the fence around them is shown on C-503 detail A10.
BIDDER INQUIRY: RFI9 - Flow Test and Fire Pump Requirement
SECTION211313"Wet Pipe Sprinkler Systems" Part1.2.1.1 states that the basis for hydraulic calculations is a waterflow test performed on April4,2023.
More recent site observations and flow data indicate that available flow rates and pressures may not meet design demand.
Please confirm:
That a fire pump is not required or intended to be included in this project scope
And that the design is to proceed based on the April4,2023 test data referenced in the specifications.
RESPONSE: Flow test performed during design indicated a fire pump was not required. Contractor to perform current fire flow test per plans and specifications.

BIDDER INQUIRY: Could we please get a fire alarm riser for this project along with a cable list?
RESPONSE: Fire alarm riser diagram provided in contract drawings indicates design intent. Contractor to provide fire alarm riser diagram with shop drawing submittal for approval.
BIDDER INQUIRY: Architectural details (e.g., 4/A503 and 2/A503) show TS and angles outside the building line supporting four-door heads and jambs. Please confirm if these are by the door manufacturer or part of structural steel scope.
RESPONSE: All TS and angles outside the building line are in reference to typical four fold overhead details from manufacturers and not part of structural steel scope. See A-503.
BIDDER INQUIRY: It is our understanding that recent code changes state that carbon monoxide detection must be part of the monitored fire alarm system in a new facility. Are these monitors shown on the mechanical drawings the responsibility of the fire alarm contractor, or will the fire alarm contractor tie in monitors provided by the controls contractor?
RESPONSE: Carbon Monoxide (CO) detection requirements are provided in the fire alarm drawings and specifications.
BIDDER INQUIRY: Does the generator base tank require pumps, motors & controls for remote fill from a separate tank? Day tank requirements are noted through section 2.6.4+5. #2-will a factory witness be required at the generator manufacturer's factory?
RESPONSE: Bid per the contract documents. Per the contract documents the standby generator system includes a sub-base tank. Contractor shall size the sub-base tank per the specified requirements. It is the contractor's sole responsibility to provide everything that is required for the generator system to function as specified including but not limited to life safety, operation safety, and maintenance requirements. The standby generator system is a turn-key solution.
BIDDER INQUIRY: Emergency Response / Fire Alert / CAD Systems
The drawings show an Emergency Response system (Fire Alert and reporting) and reference CAD (Computer Aided Dispatch) systems and UFC 4 730 10. However:
- We could not locate related specification sections (e.g., 284800 for emergency reporting / alert and 284823 for CAD) in the documents.
- The drawings show devices, but do not clarify if boxes/conduit are required, while general notes state "all horizontal wiring shall be in conduit."
Provide riser diagrams and specification sections for these systems.
Confirm whether these systems are contractor furnished and installed or provided by WVA / others.
Confirm installation method (full conduit and box system vs. open cable).
RESPONSE: The contractor's scope of work can be found on sheet E-003. No riser diagrams or specifications will be provided. Pathways are to be provided in conduit as specified on sheet E-003.
BIDDER INQUIRY: 33 71 02- 3.6.1 States to provide a 4/0 bare copper grounding conductor above medium voltage distribution duct banks. In drawing ES501, the duct bank detail shows "Two 4/0 bare copper ground wires" below the pipes in the concrete encasement, as well as One "1/0 bare copper lightning protection guard wire" above it.
The specs only mention grounding conductors being associated with medium voltage distribution lines, not telecom. The specifications do not match the detail in the drawings. Please provide a detail showing required ground wire for medium voltage and telecom duct banks.
RESPONSE: Bid per the contract documents. The ductbank details shown on ES501 are typical details for all underground ductbanks. The MV ductbank, per the specification 33 71 02-3.6.1 has an additional requirement to the typical details.
BIDDER INQUIRY: The scope of work sections on drawing E003 for the fire alert & reporting system indicate the contractor is responsible for all conduits/raceways for this system. However, we do not see any details or a schematic showing the conduit runs, or anything indicating conduit sizing for the system.
RESPONSE: Conduit runs Fall under "means and methods" and will not be shown on the drawings.
Equipment is shown on the drawings to shown approximate locations. For further information refer to sheet E-003 which explains contractor's scope of work vs work to be done by others/user.

BIDDER INQUIRY: Question regarding the equipment schedules for the Mechanical, Electrical, and Plumbing. We see there is no equipment schedule for MEP's that highlight the manufacturer or a spec to go by for providing and installing the electrical/plumbing fixtures and mechanical equipment, etc.
Is a detailed equipment schedule something you can provide for MEP's?
RESPONSE: Manufacture information used for basis of design cannot be provided on contract documents. With regards to electrical there is an electrical/mech connection schedule and there is the specification 26 20 00.
BIDDER INQUIRY: Spec 26 00 00, sect 3.1.5.1.c says "do not use (EMT) in areas subject to physical damage including but not limited to equipment rooms where moving or replacing equipment could physically damage the EMT". Based on this statement, what is recommended to use for electrical conduit in the equipment/mechanical rooms?
RESPONSE: Bid per the contract documents. The contract documents include but are not limited to NFPA70, National Electrical Code.
BIDDER INQUIRY: Temperature controls spec section appears to be generic, is the intent to provide a new standalone BMS/BAC/DDC or is the design intent to connect to an existing campus wide BMS/BAC /DDC. If the intent is to connect to a campus wide system please provide additional information on campus wide system and tie in points.
RESPONSE: Intent is to provide standalone BMS.
BIDDER INQUIRY: In spec 23 09 13, sect 2.5.3.3 it says to provide smoke-damper and actuator assemblies which meet the requirements of NFPA 90A and UL555. Is this required to be furnished by the controls contractor? Typically, we do not furnish but do pick up contacts from the smoke damper for unit shutdown.
RESPONSE: This should be coordinated with the GC. Typically the physical damper assembly is provided by the mechanical contractor.
BIDDER INQUIRY: According to the control schematics for EFs 1, 2, and 6, they are to be interlocked to AHU-1. Can a "virtual" software interlock be utilized via BMS control, or do the fans need to have a hardwired interlock circuit?
RESPONSE: Virtual software interlock is acceptable.
BIDDER INQUIRY: The Unit Heater schedule on drawing M-602 says that the UHs will have a built-in thermostat (Note 1). Meanwhile the control schematic (MI707) states that "schedules and routines" shall reside on the BAS and the drawings show remote thermostats. Can you clarify how the Unit Heaters are to be controlled (i.e. through their own built-in tstat, according to the dwg on MI707, or some other method)?
RESPONSE: UHs should be controlled via integral thermostat. Drawings just clarify zone to be controlled.
BIDDER INQUIRY: According to spec 23 35 16.17, sect 3.2.d, the Vehicle Exhaust System Certified installer will be responsible for wiring up the controls and check out of the vehicle exhaust system, correct?
RESPONSE: Vehicle Exhaust System installer should be responsible for system in its entirety. Confirm with General Contractor to ensure no scope gaps, as the Vehicle Exhaust System fan is also used as emergency exhaust for noxious gas purge.
BIDDER INQUIRY: Are there any DOT requirements for the electrical manholes? If so, does the concrete plant need to be DOT certified?
RESPONSE: Supplier should be DOT certified and shall meet the DOT design standards with wall thickness and reinforcements.
BIDDER INQUIRY: Federal Acquisition Regulation Part 23, two clauses are now required to inform service and construction contractors of the statutory requirement to give a purchasing preference to biobased products.

2. Clause 52.223-23 - Sustainable Products and Services (MAY 2024) (DEVIATION FEB 2025) (which informs the contractor of the statutory requirement to give a purchasing preference to biobased products).

BIDDER INQUIRY: Referencing Section 6.2 of the RFP, the total Small Business participation goal is listed as 8% in 6.2.2.a and 12% in 6.2.3. Which is correct?
RESPONSE: 21% is correct. Para 6.2.2 (a.) is corrected to: "21% of total contract amount with small business concerns (SB)." The note is corrected to: "Note: Socio-Economic goal percentages listed are to be part of the total percentage submitted to meet or exceed the 21% small business goal identified in 6.2.2
