Subject: Sole Source Justification Notice ID W50S78-24-B-0002
The sole source justification for “Falcon” brand locks indicates that “utilizing other locksets or cores would impact the
149 FW ability to secure facilities, increase the time it would take to respond to emergencies, double the amount of keys required on the installation, and would cost XXXX to replace”.
This statement is not accurate.
Falcon is a brand of locks and cores manufactured by Allegion. The brand manufactures both locksets and cores in various industry standard formats. Keys and core formats for these locksets are available in industry standard Key in
Cylinder (KIC), Small Format Interchangeable (SFIC) and Large Format Interchangeable (LFIC). The keying is available in A2 or A4 bittings, which again are industry standard formats.
Cores and keys from other manufacturers will function without alteration in the Falcon brand locksets, and other manufacturers can key into existing Falcon keying systems with no degradation to security or no additional cost.
The locksets, cores and keys at JBSA are NOT unique to Falcon. Industry standard formats are 100% alternate equals and completely interchangeable products from various other manufactures including but not limited to Corbin
Russwin, Sargent, Accentra, Medeco, Dorma Kaba Best, PDQ and others. Within Falcon’s own catalog the manufacture identify that their locksets will work with various other manufactures keying systems, including those listed above.
FAR 36.202(b) notes that whenever possible, contracting officers shall ensure that references in specifications are to widely recognized industry standards or specifications”. Within the specifications of the solicitation, those standards are noted as “Grade 1”, “seven pin” “A4 bittings” and “F” keyway”. These are all industry standards that can met by virtually any locking hardware manufacture, completely interchangeable with existing hardware, at no additional cost to the Government. Again, these are in no way unique to Falcon.
A variety of additional manufactures can provide products essential to the Government’s requirements. We would ask that the Government allow fair and open competition on these industry standard products, which would be in the best interest of the Government.

2 Certain civil plan sheets open very slowly and cause the pdf program to crash.

3 I am reaching out to see about getting Hager companies approved for the door hardware on this project, I see that
Falcon is noted, Hager is not only a equal to Falcon but can also can satisfy the Buy American program, please see the attached Buy American information about Hager Companies.

7 I work for <Name of Firm> Furniture Company, a supplier of auditorium seating with installations on base at
Lackland. We are interested in providing a bid for the auditorium seating that is part of the JBSA Lackland Mission
Training Center Construction project in Classroom 114 and MOC 121. Do you have a list of general contractors bidding on the project that we could provide our bid to?
Please note, our Contracting office does not know who will Bid for this project until Bids are received. Please note the attendance lists to the site visits are posted on SAM.gov.
8 I am interested in bidding on the Option 1: Construct permeable pavement at parking lot but I was not present at any of the past scheduled site visits. Is it possible for another site visit to be scheduled?
The Government does not intend to host additional site visits for this project.

9 I am with a general contractor. I just had a quick question, I see that there was a pre-bid site meeting on this project.
Were those mandatory and we are no longer able to send in our bids or can we still go along in our bidding process?
The site visits were not mandatory. All interested Contractors must meet the deadline outlined in the IFB for Bid submissions.
10 Will the government please clarify the proposal submission requirements specifically the cost breakdown and the solicitation sheet per clin. Are we to present our numbers on both forms and include in our overall proposal (i.e. the bid schedule and total clin number on the solicitation form?
Yes
11 Bid Submission - During the site visit it was asked if the contractor was handing in a hard copy of the bid in a sealed envelope are both the hard copy and DISK digital copy are both required. The answer given was either one was acceptable. Will the government please clarify the bid submission requirements specifically as it pertains to the specifications. Please see below.

12 Will the government please clarify if the antiterrorism training is required prior to bid submission? It was asked during the site visit and the answer given this would not be a requirement until after source selection and award to the primary contractor.
Yes, after contract award.
13 According to plan page IF101 - The furniture including the Simulator appearing on the plan is for reference only and is government provided and government installed. Please confirm the contractor will not be providing or installing any furniture?
Contractor will not provide or install furniture.
14 Will the government please clarify the telecommunication requirements. Typically, the contractor will provide electrical conduits, boxes, and pull strings and the government will provide the telecommunication technician to provide and install the data wire, specialty communication equipment and terminate the wiring. Will the government please confirm the telecommunication requirements for this project?
This contract inlcudes telecomunication per Specifications and Drawings.
15 Please confirm the contractor will need to have 3 separate on-site personnel for the Superintendent, Site Safety
Officer, and Quality Control Manager roles.
Please follow Section 01 30 00. There requiements that need to be meet, for example "For projects where the superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section 01 45 00 QUALITY
CONTROL, the superintendent must have qualifications in accordance with that section."
16 Bid Inquiry: Good afternoon, I was inquiring on if you have a bid list of General Contractors for the F-16 MTC Project:
RFI - W50S7824B0001 Construct Mission Training Center.
Please note, our Contracting office does not know who will Bid for this project until Bids are received. Please note the attendance lists to the site visits are posted on SAM.gov.
17 Specification 13 49 21, section 2.2.2.1.1 calls for a material performance of “100 MHz to 10 GHz 67 dB”. There are many points of failure in the means and methods shown in the plans which will prevent the RF-shielding system as a whole from achieving this performance. Please confirm this performance applies to the foil shielding material only and that the contractor is not expected to guarantee any shielding performance for the RF-shielding system as a whole.
Performance only applies to the RF Shielding material and not the performance of the entire wall or space.
18 Specification 13 49 21, section 2.2.1 states “submit product data for all materials, equipment and manufacturing units forming or integrated with the RF shielding including the RF shielding walls, floor and ceiling materials / construction and doors”. No RF/STC rated door assemblies are shown on the plans or door schedule. Please confirm it is the intent for the contractor to not provide RF/STC rated door assemblies.
Contractor must submit for all materials submit product data for all materials, equipment and manufacturing units forming or integrated with the RF shielding including the RF shielding walls, floor and ceiling materials / construction and doors applicable to this design.
19 Details C1 & D1 on AE520 show RF foil shielding installed on the walls only. Please confirm the intent is to provide a four-sided enclosure (walls only) where the metal roof deck is intended to be the shielding medium on the ceiling.
The RF Foil shielding material is to be installed on walls only.
20 Detail B3 on AE520 shows a honeycomb waveguide. Detail A4 on M-501 does not appear to show a honeycomb waveguide. Is the intent for all HVAC ducting penetrating the RF-shield boundary area to require a honeycomb waveguide air vent?
Honeycomb Waveguide RF shielding is required for all duct penetrations through secure area. Sheet M-501 will be updated to conform to details shown on AE520. See Addendum 02.
21 Specification 13 49 21, section 1.1 references UL-1283 which applies to RF/EMI filters. RF/EMI filters are not mentioned elsewhere in the project documents. Is it understood that RF/EMI filters for any electrical conductor are excluded from the project requirements?
Spec Section 13 49 21, Section 3.4 GROUNDING indicates that any grounding meet UL 1283. This is not for RF/EMI filters but for anything to do with the grounding.
22 Specification 13 49 21, section 3.3.3 calls for RF Attenuation field testing. Is it understood that the contractor is not responsible for performing any RF attenuation field testing?
Contractor is resposible to provide the testing as part of the contractor field quality control.
23 On Sheet C-601 has a comment to replace pump with duplex 60 gpm pumps. Is there any As Built for the station that has the pump and control panel data on it? Also, since it is 80 gpm, should we use a grinder pump?
The proposed outlet is a 2” FM therefore the 60 gpm pump shall be a grinder/chopper macer-ating pump. As-Built provided.
The pump installed when the facility was constructed was a Pentair Hydromatic Model HPG200
24 Solicitation Paragraph 5 (page 5 of 8) calls for a formatted disk. Attachment 4 is Reps and Certs. Attachment 3 seems redundant since these are FAR Reps and Certs clauses. Should Attachment 3 be deleted?
Please complete all requirements listed on the solicitation in section 00 10 00.
25 Solicitation Paragraph 5 (page 5 of 8) calls for a formatted disk with Attachment 3 to include 3 FAR clauses “filled-in with required information” but FAR 52.209-7 and FAR 52.222-22 are not in the solicitation. Please clarify what is required, if anything, in Attachment 3.
Please complete all requirements listed on the solicitation in section 00 10 00.
26 Solicitation Paragraph 5 (page 5 of 8) calls for a formatted disk with Attachment 3 to include 3 FAR clauses “filled-in with required information”. If FAR 52.204-8 is completed with the selection of Paragraph (d) then no other Rep and
Certs are required per FAR 52.204-8 (d) as the offeror has already completed the Reps and Certs in SAM.gov.
Confirm Attachment 3 should be deleted and only Attachment 4 is required which includes 52.204-8.
Please complete all requirements listed on the solicitation in section 00 10 00.
27 Solicitation Paragraph 5 Bid Submission (page 5 of 8) states “Bid Submissions on a formatted disk will also be required on day bids are due” which implies that the disk is in addition to the paper copy. Please confirm the paper copy is required and will be the official bid submission.
Yes, both required.
28 Solicitation Paragraph 5 Bid Submission (page 5 of 8) states “Bid Submissions on a formatted disk will also be required on day bids are due”. Can the disk be submitted within 24 hours of the bid so that the contractor’s official paper bid can be modified up to bid time to account for last minute bid adjustments?
Which ever bid is provided last will be the bid that is read aloud and added to public record.
29 The solicitation contains two bid schedules, one starting on page 4 and one starting on page 7. Can bidders submit only the one bid form on pages 7 to 11?
Both are to be completed.
30 Table 1.1 Bid Schedule on page 4 CLIN 0001 needs clarification if required to be completed with the bid. What is intended for CLIN 0001? One lump Sum Price for Base Bid as shown on first line?
All associated costs per discipline are required to be completed in each CLIN breakout. Not just a "lump sum" amount in each CLIN.
31 Can drones be used for aerial photographs? Are aerial photographs required? No.
32 Is the Full-Time QC Assistant required (See Section 01 45 00 para 1.5.3)? Yes is required per section 01 45 00
33 Will the Govt be performing the SCIF Sound and Electronic Security Testing (Section 01 45 00 para 1.5.5.1.3 and
1.5.5.1.4 as there is no specification for these tests?
Goverment will be performing this testing.
34 What are the qualifications required of the FPQC (Fire Protection QC) Specialist referred to in the Schedule of
Inspections following Section 01 45 00? Can the Fire Protection subcontractor perform these inspections and submit the reports?

35 Where is the “The Statement of Special Inspections and Schedule of Special Inspections are included as an attachment to this specification.” Referred to in para 1.2 of Section 01 45 35?

40 C601 Utility Plan and ES101 Electrical Site Plan differ. C601 shows “Electrical rerouted around new facility” whereas
ES101 does not show any rerouting. Is the electrical rerouting by others or this contractor (please provide a design with ducts/manholes/depths, etc)?

41 ES101 states “primary service by Utility” but CPS advises they will not provide electric 9-4” conduits, manhole, transformer slab or switchgear slab. Will the plans be revised or will this infrastructure be handled as a change order after contract award?

42 ES101 has been reviewed by CPS and does not meet their requirements shown on the attached plan. Will the solicitation be revised?

43 The fees for gas and electric service as quoted by CPS “to include a new switchgear and transformer feeding the new facility. The estimate also includes a new gas service coming off the main to the new facility. CPS cost to include gas and electric is estimated at $337,106.84. This does not include the cost of the electric infrastructure which would need to be installed by the contractor.” Will the Owner or contractor pay these fees?

44 CPS has stated that the primary infrastructure is NOT by CPS. The infrastructure excluded by CPS is the electric 9-
4” ductline, 8’x8’x8’ manhole, transformer slab and switchgear slab. Will the solicitation be revised to include the primary infrastructure?

As-builts will be provided after award and if requested by the contractor.
57 Page 101 para 10.1 states” The schedule shall be on an AF Form 3064, Contract Progress Schedule, or an approved computer generated format similar to the AF Form 3064” and continues with para “10.2. Additionally, the contractor shall provide a project plan in a commercially available network scheduling software that meets requirements of the specification to define work tasks and track progress.” Are two schedules in two different formats required?
Yes. The 3064 is a contract file requirement. Paragraph 10.2 allows for easier progress tracking with DOR, Gov, and
Prime Contractor.
58 A3/SB501 is a detail typically showing the structural steel columns bearing on the grade beams. Will blockouts in the slab be allowed so the steel can be erected after the slab is poured? What is the detail for the blockout?
Yes. The 3064 is a contract file requirement. Paragraph 10.2 allows for easier progress tracking with DOR, Gov, and
Prime Contractor.
59 The Fall Protection System per Section 11 94 10 para 2.1.2 is to be “Designed to be used on a single ply membrane roof” but this is a Standing Seam Metal Roof with 8 inches of insulation. What is the appropriate Fall Protection
System and how would it securely anchor to this roof?
Fall protection should be anchored to standing seam roof. This is detailed on Sheet AE103, de-tail B3. Please, see
Addendum 02 for revised specifications for the fall protection type and an-chor system.
60 The Fall Protection System per Section 11 94 10 para 2.1.3 calls for toggle bolt attachment whereas para 2.2 calls for welding, and detail B3/AE103 shows mounting clamps to the standing seam roof??? How is the Fall Protection
System to be secured to the building?
Fall protection should be anchored to standing seam roof. This is detailed on Sheet AE103, de-tail B3. Please, see
Addendum 02 for revised specifications for the fall protection type and an-chor system.
61 Section 31 00 00 Earthwork defines the scope in the Base Bid in Paragraph 1.4 CRITERIA FOR BIDDING which does not include any over excavation or select backfill under the foundation nor do the plans call for any over excavation. Is any over excavation required or just sufficient excavation to below the carton voids?
Earthwork base bids will follow criteria:
a. Surface elevations are as indicated.
b. Pipes or other artificial obstructions, except those indicated, will not be encountered.
c. Ground water elevations indicated by the boring log were those existing at the time subsurface investigations were made and do not necessarily represent ground water elevation at the time of construction.
d. Ground water was encountered at 26.0 feet during drilling.
e. Material character is indicated by the boring logs.
f. Hard materials and rock should not be encountered.
62 The plans do not call for any subgrade preparation under foundation> Is any subgrade prep required? No as long as soils adhere to geotechnical report. See Addendum 02.
63 The plans do not call for any subgrade preparation under site concrete- walks, pavements and chiller pads. Is any subgrade prep required at site concrete?
Subgrade shall be compacted per plan details, see sheet C-402, and specification section 31 00 00.
64 The JBSA Soil Management Plan is not in the Specification Table of Contents but found inserted after Section 01 57
19 ENVIRONMENTAL CONTROLS. Has the Owner, as proponent, initiated any action under the plan?

67 Slab Plan Note 1 on SB102 refers to subgrade prepared per Geotechnical Report. The Geotechnical Report provided in Amendment 2 page 18 of 21 calls for 5.5 feet over excavation and backfill at “slab-on-grade foundation” but structural slab design is not slab-on-grade but designed as a structural slab spanning grade beams on drilled piers. Is any over excavation required? -it would be a very expensive operation with much off site soil disposal.
No, over excavation is not required. See Addendum 02.
68 Will the contractor be allowed to work on Mondays? Contractor may work on outside of the hours with at least 15 calendar days notification. Working hours will be Tuesday through Friday 6:30am and 5:00 pm
69 What is the depth of the 1” Force Main shown to be demolished on C-301? See KELL099067-C-503- Lift station asbuilt
70 Please provide a manufacturer & model # basis of design for the foil faced gypsum board products. Reference

76 Subcontractors and suppliers are requesting more time to bid. They are currently behind schedule with the current fiscal year-end load that is trying to get out the door. Suppliers are three weeks out. We request that the government extend the bid date out to October 9th, 2024. This would give the suppliers and subcontractors the needed time to get their pricing and move the bid date off of a Monday to avoid any complications with weekends.

77 Can the government please provide information on flight-line escorts and what work hours the base security personnel will be onsite to watch the gate?

85 AE001 detail B1: Door Number Symbol section states that doors numbers with * on the door schedule indicates access control hardware. Sheet AE602 shows that none of the doors have *. An Access Controls System is clearly required per SPEC 28 10 05 and many drawing sheets show details for an Access Control System along with the location for the Access Control Panel.

120 § SPEC 32 13 14.13, 1.4.3 Fill-In Lane: This section states that the first 400 feet of the initial production fill-in lane will be considered as the test section for testing and evaluating “Fill-In Lane”. We request that the government change this requirement to state something like, “Consider the first initial production Fill-In Lane of no more than 400 as a test section for purposes of testing and evaluation.”

121 § SPEC 32 13 14.13, 1.4.6.1 (c.): This section states, “construct a test section as part of the production paving area at an outer edge as indicated on the drawings.” The drawings do not indicate the location of the test section. 122 § SPEC 32 13 14.13, 1.4.6.2 & 1.4.6.3: The Pilot Lane is required to be removed after acceptance. The Pilot Lane is also required to have doweled longitudinal construction joints full length along one side. The Fill-In Lane has the requirement to “Obtain cores from the fill-in lane side of the longitudinal construction joint with the pilot lane.” This implies that the Fill-In Lane must be placed right next to the Pilot Lane that is required to be removed. The Fill-In
Lane does not have the requirement to be removed, but rather states that it is part of the “initial production”.

The hydrant’s center is roughly 11’ from the most north building and the east most hydrant bollard is roughly 5’ from the most north building. Can the government confirm the location of this hydrant and that it meets all codes, UFCs and Base Standards?
The facilities to the east are temporary, the proposed hydrant location will not be modified.
139 o C-601: Based on Google Earth image dated 12/2020 and the site walk, there is a possible clash between the location of the proposed storm sewer and the electric service line that runs from the two buildings to the west existing transformer, along with an existing electrical equipment just north of the transformer.
The storm sewer in this area has been revised to accommodate this added equipment. The re-vised design does cross existing electrical and water lines but will be specified to be deep enough to run beneath the existing utilities. See Addendum
140 § Can the government please confirm that we are not to modify, move, relocate, and/or remove any of the existing electrical service line as part of the proposed storm sewer scope?
Confirmed, must comply with base processes for outages and digging.

The smaller of the two transformers housekeeping pad is within the new Proposed Paved Road 2’ aggregate shoulder and is only 9” away from the edge of the paved road. The plans do not show the placement of bollards to protect this transformer. Can the government please review/revise the drawings and clarify this scope?

145 C-301 shows us removing an existing abandoned communications line that has a connection to the Existing Mission
Training Center. This line runs past a gas line, sanitary sewer line and underneath a sidewalk that is not noted to be removed. Can the government please clarify if we are to remove the communications line all the way to the existing
MTC, or can we remove it to within 5’ of the existing gas line?
Removal to within 5’ of the existing gas line is acceptable.
146 C-601 shows various proposed utilities (new forced main, storm sewer, and sanitary sewer) that are to be placed underneath existing sidewalk that is not noted to be removed or replaced (see quadrant 3C). Can the government please clarify the extent of existing sidewalk scope for demo and replacement?
