SECTION 00 21 00 INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

1. Description of the Project:

Construct a Formal Training Unit (FTU) 4-ship F-16 Mission Training Center (MTC) facility utilizing conventional design and construction methods to accommodate the mission of the facility. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements.

The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Special Construction Requirements:

Raised flooring as required, high bay area for simulators, and Secure Compartmentalized Information Facility (SCIF) specifications and construction in accordance with ICD/ICS 705 is necessary for most of the facility. As described in the statement of work, this project is to be completed based on a previously completed 100% design. The Brand Name requirements in support of this project are: a. Intrusion Detection System: Honeywell Vindicator Electronic System, b. Fire alarm control panel: Monaco MAAP-X, c. Heating, Ventilation, and Air Conditioning (HVAC) Chiller System: Trane North America, d. Direct Digital Control System: WebCTRL Building Automation System.

2. Instructions to Bidders:

2.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) entitled:

W50S78-24-B-0001 entitled F-16 Mission Training Center, Project Number KELL189014, at the Texas Air National Guard, Joint Base San Antonio (JBSA) Lackland Air Force Base (AFB), 149th Fighter Wing.

2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.

2.3. This solicitation is set-aside 100% for small businesses and only qualified bidders may submit bids. Per the North American Industry Classification System NAICS 236220, the small business size standard is $45 million average annual revenue for the previous 5 years. The PSC Code is Y1CZ.

3. Notice of Pre-Bid Conference and Site Visits:

3.1. There will be two Site Visits and Pre-Bid conference will be conducted, first on 20 August 2024 at 1:00 PM (CST) and the second on 27 August 2024 at 1:00 PM (CST) for the purposes of briefing on the bid requirements and allowing for questions regarding this solicitation. These conferences will be held at the 149 Civil Engeering Squadron, building 970, located at 1413 Billy Mitchell Blvd, Lackland AFB, Texas, 78236. Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference.

3.2. Due to security conditions, all offerors must register to attend this conference and site visit. Contractors are to be sponsored by 149th FW members. 3.3. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling
