About this file

This is a set of construction drawings for the historic wall restoration project at Camp Nelson National Cemetery in Nicholasville, Kentucky. The drawings are part of the bid set for Project Number 833CM3030, titled "Correct FCA Deficiencies," and include site plans, elevations, landscaping details, and preservation notes prepared by Walker Federal Services, LLC as the prime consultant, along with specialized consultants including Principal Engineering, Inc. (civil and structural engineer), Olsson (landscape architect and commissioning manager), Astute Engineering PLLC (MEP engineer), and Richard Grubb & Associates, Inc. (historic preservation specialist). The drawing set comprises 15 sheets covering a survey plan, historic perimeter wall planting plan, landscaping details, general notes, historic preservation specifications, and detailed wall segment elevations and construction details for six distinct wall segments surrounding the cemetery perimeter.

The project involves restoration and remediation of the historic stone and rock wall that forms the perimeter of Camp Nelson National Cemetery, which is designated as a historic structure requiring preservation in accordance with applicable federal guidelines. The drawings indicate the existing wall conditions with measured elevations, identify areas requiring restoration work, and specify landscaping treatments including turf renovation, tree preservation requirements with protective fencing and critical root zone protection, and drainage considerations. The construction work encompasses wall restoration across multiple segments with varying elevations ranging from approximately 927.9 to 947.1 feet, coordination with existing site features including maintenance buildings and infrastructure, and compliance with tree preservation protocols that prohibit grading within protected root zones and restrict equipment operation within drip lines of existing trees to be preserved during construction.

HISTORIC FERROUS METAL CONSERVATION NOTES

All ferrous metals, including the entryway gates, should be conserved following the guidelines outlined in the National Park Service’s Preservation Brief 27: The Maintenance and Repair of Architectural Cast Iron.

STRIP PAINT FROM EXISTING METAL FENCE COMPONENTS AND REMOVE DEBRIS AND RUST DOWN TO

BARE METAL, PREP FOR NEW FINISHES.

1. CLEANING

1.1. Remove dirt, grime, biological growth, flaking paint, and areas of corrosion through physical methods, such as high-pressure water blasting or using hand tools like a wire brush or metal scraper.

1.2. After wire brushing, the surface should be washed with a solvent or a non-ionic detergent to clean in preparation for painting.

1.3. Avoid abrasive methods such as sandblasting that could damage the surface.

2. CORROSION TREATMENT

2.1. For light and medium corrosion, use a chemical rust converter (e.g., OSPHO) to treat rust.

2.2. Apply a thin coat of rust converter directly to affected areas and allow to dry for at least 24 hours.

2.3. For heavy corrosion, apply multiple coats as necessary and remove any loose powdery residue with a brush or mineral spirits.

3. SURFACE PATCHING

3.1. Address pitted or uneven surfaces with metal epoxy compounds or polyester-based putties.

3.2. Sand patched areas smooth and level finish to match the surrounding surfaces.

4. STRUCTURAL REPAIRS

4.1. Consult a professional welder for any structural cracks, breaks, or severe damage requiring welding or replacement.

5. PRIMING AND PAINTING

5.1. Prime cleaned and treated bare metal immediately with a corrosion-inhibiting primer (e.g., oil or alkyd-based primer). If priming is delayed, any surface rust that has developed should be removed with a wire brush or emery cloth sandpaper prior to priming.

5.2. Apply two coats of alkyd-based paint, ensuring proper drying time between coats.

5.3. Avoid using latex-based primers or paints, as they can cause oxidation.

5.4. All primer and paint should be applied with a brush and not a paint sprayer to prevent overspray onto the concrete piers.

RECOMMENDED PRODUCTS:

Rust Converter: Skyco OSPHO Metal Treatment

Epoxy: FerroBond P™ Metal Filled Epoxy Compound

Primer: Benjamin Moore Super Spec Alkyd Metal Primer or Sherwin Williams Rust Inhibitive Metal Primer

Paint: Benjamin Moore Super Spec D.T.M Alkyd or Sherwin Williams Industrial Enamel Alkyd

NON-FERROUS METAL CONSERVATION NOTES

The majority of the historic metal elements throughout the site are composed of cast iron or wrought iron, while the front entrance gate and fence are constructed of steel. However, the front entrance gate also includes components made of aluminum, a lightweight, corrosion-resistant, non-ferrous metal.

While aluminum does not rust like ferrous metals, it remains vulnerable to surface oxidation, pitting, staining, and galvanic corrosion, particularly when it is in contact with dissimilar metals or exposed to moisture and deicing salts.

1. CLEANING

1.1. All cleaning should begin with the least aggressive method to prevent damage to the original surface finish.

1.2. Loose dirt and debris should be removed with soft-bristle brushes and clean water.

Scrub-brushes shall be natural (non-metallic), bristle only.

1.3. For light soiling, a solution of mild, pH-neutral detergent (such as Orvus WA Paste) in water may be used.

1.4. Rinse thoroughly with clean water to remove any detergent residue and dry completely with a lint-free cloth to prevent water spotting.

1.5. Abrasive pads, wire brushes, or acidic cleaners (including vinegar, hydrochloric acid, or muriatic acid) should never be used on aluminum, as they can cause pitting or surface etching.

1.6. If biological growth is present, a mild biocide like D/2 Biological Solution may be applied in accordance with manufacturer instructions. A spot test should be performed prior to full application.

2. CORROSION AND SURFACE REPAIR

2.1. Aluminum naturally forms a protective oxide layer, but if this is compromised, pitting or staining may occur.

2.2. If structural damage is present, repairs should be made using aluminum-compatible fillers or patching compounds, or by replacing the affected component with in-kind material fabricated to match the original in form and finish.

2.3. Dissimilar metal contact (e.g., with steel fasteners) should be avoided or isolated using non-conductive barriers such as nylon washers or sealants to prevent galvanic corrosion.

3. RECOATING OR PROTECTIVE FINISHED

3.1. If the aluminum components were originally painted and require refinishing, all loose or failing paint should be removed using plastic scrapers or fine synthetic abrasives.

3.2. The surface should then be cleaned and primed using a primer formulated for aluminum surfaces, such as an etching primer or zinc chromate primer, depending on site and environmental conditions.

3.3. Two coats of a high-performance, exterior-grade topcoat, such as an acrylic latex or polyurethane enamel, should be applied.

CONCRETE PIER CONSERVATION NOTES

The conservation of historic concrete should adhere to the guidelines in the National Park Service’s Preservation Brief 15: Preservation of Historic Concrete.

1. RINSE THE SURFACE

1.1. Begin by rinsing the surface with clean, low-pressure water to gently remove loose dirt, soiling material, biofilms, and lichens. Avoid high-pressure washing, which can erode the surface of historic concrete.

2. APPLY CLEANING SOLUTION

2.1. With the surface still wet, apply a pH-neutral or non-ionic detergent cleaning solution.

2.2. If biological growth is present and a more potent cleaning agent is needed, use a biocide like D/2 Biological Solution for more effective removal.

3. CLEAN FROM BOTTOM TO TOP*

3.1. Clean all surfaces (front, back, and sides) starting from the bottom and working your way up.

This method helps prevent streaking and staining from runoff, which can occur when cleaning from top to bottom.

3.2. Avoid using a dry brush, as it can create friction that may damage the concrete. Keep the brush moistened throughout the cleaning process to reduce abrasion and ensure the cleaner remains effective on the wet surface.

*The time needed for cleaning the piers may vary based on factors such as surface texture and degree of soiling. Initial treatment may take two to three hours and may necessitate additional treatments over subsequent days. After the initial cleaning with a biocidal product and brush, D/2 Biological Solution or an equivalent product can be applied and left to dwell without rinsing, potentially allowing for applications as often as once per year.

4. THOROUGHLY RINSE

4.1. After scrubbing, rinse the surface thoroughly with clean water to remove all residue of the cleaning solution.

4.2. Ensure that no cleaner is left behind, as this can contribute to future staining or deterioration.

Contractor is required to have a pre-construction prep meeting. A 25 foot linear-in situ section mockup shall be provided prior to the start of construction. Mock up shall display remortaring and replacement capstone material for approval. Section will be selected in advance by the VA National Cemetery Administration.

STONE WALL CLEANING NOTES

Up to 100% of the stone wall should be cleaned following the guidelines provided in the National Park Service’s Preservation Brief 1:

Assessing Cleaning and Water-Repellent Treatments for Historic Masonry Buildings and Preservation Brief 6: Dangers of Abrasive Cleaning to Historic Buildings.

1. USE GENTLEST CLEANING METHODS POSSIBLE

1.1. Start with low-pressure water washing, typically not exceeding 200 psi, to remove dirt and debris.

1.2. A mild, non-ionic detergent can be applied if additional cleaning is needed, followed by gentle scrubbing with a natural bristle brush.

1.3. High-pressure washing, sandblasting, or abrasive methods should be strictly avoided as they can irreversibly damage the surface of the historic brick.

2. SPOT CLEAN STUBBORN STAINS

2.1. Test small areas with chemical cleaners designed specifically for historic masonry, avoiding those with harsh acids that can erode brick or mortar.

2.2. It is critical to adhere to the manufacturer’s instructions, particularly concerning dilution rates and dwell times.

3. RINSE

3.1. Rinse the masonry thoroughly with clean water after cleaning and allow ample time for drying before any further treatment or repointing.

RECOMMENDED CLEANING PRODUCTS:

D/2 Biological Solution

Cathedral Stone Products: Masonry Cleaner - Light & Heavy Duty; Bio-Cleaner - Biological & Light Duty Cleaner in One

STONE WALL REPOINTING NOTES

Up to 100% of the interior wall surfaces (facing the graves) shall be repointed with flush or slightly concave joints of appropriate historic mortar following the guidelines in National Park Service’s Preservation Brief 2: Repointing Mortar Joints in Historic Masonry Buildings.

1. THE CONTRACTOR SHOULD USE THEIR JUDGEMENT AS TO WHICH AREAS OF THE EAST AND SOUTH SECTIONS OF THE WALL

RETAIN INTACT HISTORIC MORTAR AND DO NOT REQUIRE REPOINTING.

2. ALL RAISED “GRAPEVINE” JOINTS ARE INAPPROPRIATE AND SHOULD BE REMOVED.

3. ALL MESSY PORTLAND CEMENT PATCHING IS INAPPROPRIATE AND SHOULD BE REMOVED.

4. POWER TOOLS MAY BE USED TO RAKE JOINTS WITH EXTREME CAUTION TAKING CARE TO AVOID DAMAGE TO THE HISTORIC

STONES.

5. NEW JOINTS SHOULD BE FLUSH OR SLIGHTLY CONCAVE.

6. IDENTIFY AND REMOVE INAPPROPRIATE MORTAR

6.1. Remove open or non-historic mortar (e.g., Portland cement, later raised joints) from joints.

6.2. It is preferable to use single-blade (flathead) screwdrivers or small hand chisels for raking out mortar to avoid damaging the stone face.

6.3. Rake out joints to a depth of 2 to 2 ½ times the width of the joint.

7. ANALYZE HISTORIC MORTAR

7.1. Analyze the existing mortar for color, texture, particle size, aggregate distribution, and chemical composition. Adjust lime, Portland cement, and sand ratios for compatibility with historic mortar.

7.2. Tint new mortar to match existing adjacent mortar for continuity.

7.3. Follow the manufacturer’s instructions for mortar preparation.

8. PREPARE AND APPLY MORTAR

8.1. Pre-moisten stone and joints with clean water before applying mortar.

8.2. Apply new mortar to match the size and profile of the existing historic joints and create new joints that are flush or slightly concave.

8.3. Remove excess mortar immediately using water and sponges to prevent damage to the stone face.

STONE WALL CAPSTONE NOTES

The capstones that surmount the historic stone wall are largely in good condition and should be preserved to the fullest extent possible. It is estimated that no more than 10% (or 250 linear feet) of the capstones are damaged to the point that they require replacing.

1. ASSESS CONDITIONS

1.1. Assess capstones to identify those that are missing, cracked vertically all the way through, or have large pieces missing (more than 50%). Limestone is a sedimentary rock that tends to delaminate horizontally. Capstones that are spalling or delaminating do not necessarily need to be replaced.

1.2. Begin assessment along the roads visible to the public (north and west sections) and continue to east and south sections.

1.3. Capstones along the highly visible areas should be prioritized for repair/replacement.

2. REPLACE CAPSTONES

2.1. Replace missing capstones along highly visible sections on the north and west sides with intact capstones salvaged from the east and/or south sections of the wall.

2.2. Source up to 250 linear feet of new limestone capstones that match the appearance and dimensions of the original capstones and replace the salvaged capstones on the east and/or south sections.

2.3. Replacement capstones should be mortared in place with mortar applied per the specifications in the “Stone Wall Repointing Notes.”

3. REPAIR CAPSTONES

3.1. Dutchman repairs should be made to capstones which display missing pieces exceeding 50%.

3.2. Dutchman repairs may be made from new capstones or salvaged capstones and should match the color and texture of the surrounding capstone.

3.3. Dutchman repairs should be mortared in place using the specifications in the “Stone Wall Repointing Notes.”
