DHS Subcontracting Plan Review Checklist Summary

This document is a Department of Homeland Security (DHS) form (DHS Form 700-23, dated 12/20) designed as a template and review checklist for evaluating contractor subcontracting plans in compliance with Federal Acquisition Regulation (FAR) 19.704. The form serves as an internal tool for Contracting Officers (COs) to verify that proposed subcontracting plans contain all required elements before contract award. The checklist must be completed by the CO, reviewed by the component Small Business Specialist (SBS), submitted to the Small Business Administration Procurement Center Representative (PCR) for approval, and returned to the CO for final acceptance.

The form requires contractors to document three types of subcontracting plans: Individual Contract Plans, Master Plans with Individual Goals, or Commercial Products Plans. Required plan elements include separate percentage goals for all small business types; total dollar amounts planned for subcontracting to small businesses; descriptions of supplies and services to be subcontracted; methods for developing goals and identifying potential sources; identification of an individual to administer the subcontracting program; assurances regarding equitable opportunity for small business concerns; and commitments to report compliance through the Electronic Subcontracting Reporting System (eSRS). The form contains detailed goal-setting sections for small business categories including Small Disadvantaged Businesses, Women-Owned Small Businesses, HUBZone Small Businesses, Veteran-Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses, Historically Black Colleges and Universities, Minority Institutions, Alaska Native Corporations, and Indian Tribes. A Plan Evaluation section requires COs to examine contractor past performance, verify goal reasonableness, and obtain information from contract administration offices.
