About this file
This is a Questions and Answers Set 4 document for RFP 70T05026R5900N005, a TSA (Transportation Security Administration) indefinite-delivery/indefinite-quantity (IDIQ) contract solicitation. The document clarifies proposal submission requirements and evaluation criteria through nine question-and-answer pairs addressing proposal instructions and evaluation factors.
Key clarifications include: (1) Factor 1 responses must address PWS Sections 1.5.2.1 through 1.5.2.9, not just Section 1.5.2.9 as originally stated; (2) 11x17 graphics demonstrating solutions are excluded from page limits if reasonable in number and used to clarify key points; (3) supplemental attachments (graphs, charts, pictures) supporting the Operations Management Plan (Volume IV) do not count against the 5-page limit under the same conditions; (4) past performance of parent or affiliate organizations may be cited if the Offeror demonstrates the work is directly relevant to the solicitation and PWS, and the cited entity shares operational management and will contribute meaningful resources; (5) Phase II/Track 1 and Phase II/Track 2 submissions, including all Factors/Volumes 1-6, are not required for the initial Phase 1 IDIQ proposal submission due July 23, 2026, nor are they being accepted on an optional basis, with no evaluation benefit to submitting them voluntarily. The Phase 1 proposal deadline is July 23, 2026.

Proposal Instruction vs. Question 277 in Q&A Set 1
1.5.2.1 to 1.5.2.8, 1.5.2.9 In proposal instructions Offerors are instructed to address only a specific section of the PWS.
As an example Factor 1 is required to address Attachment 1; Section 1.5.2.9 only. In the answer to Question 277 in Q&A Set 1 Offerors are instructed to respond to Sections 1.5.2.1 to
1.5.2.8 of the PWS in addition to 1.5.2.9. Will the Government please confirm that the Q&A instructions are correct and that Offerors must respond to all requirements as instructed.
The Government confirms that the instructions provided in the response to Question 277 in Q&A Set 1 are correct. Offerors shall address the requirements in PWS Sections 1.5.2.1 through 1.5.2.8, in addition to Section 1.5.2.9, as applicable to the factor/volume identified in the solicitation. Section I.2.6.1 Volume I: Technology Solution & Innovation (Factor 1) is updated in AMD 0002 to reflect this.

Q234 24 Per the answer to question 234 in Set 1 "Yes, the Government will allow 11x17 graphics to be submitted to clearly demonstrate solutions, and such graphics will not count against the page limit as long as all required information is clearly presented." Amendment 001 indicates the 11x17 counts as 1 page. In order to enable the offeror to comprehensively address volume requirements, will the Government exclude 11x17 solution graphics from page count? Or will the Government allow Offerors to submit 11x17 solution graphics as attachments to Volumes that are outside the page count allocation for reach Volume?
The Government confirms that, consistent with the response to Question 234 in Q&A Set 1, 11x17 solution graphics used to clearly illustrate an Offeror’s proposed solution will not count against the applicable page limits, provided they are reasonable in number and used only to clarify or illustrate key points. Section I.2.5.1.E is updated in AMD 0002 to reflect this.

Q246 27 Amendment 001 does not reflect the answer to question "Supplemental attachments (such as graphs, charts, or pictures) may be included to support the operations management plan and will not count against the 5-page limit for Volume IV, provided they are reasonable in number and length and used only to clarify or illustrate key points." Can the Government please update the instructions to indicate these supplemental attachments are excluded from page count?
Yes. The page‑count relief described in the response to Question 276 in Q&A Set 1 remains in effect. Supplemental attachments (such as graphs, charts, or pictures) that support the Operations Management Plan in Volume IV will not count against the 5‑page limit for Volume IV, provided they are reasonable in number and length and are used only to clarify or illustrate key points. Section I.2.5.1.E is updated in AMD 0002 to reflect this.
Amendment 1 I.2.7.7 Volume VI- Past Performance and Track 2, Factor 6- Past Performance (added section)
54-57, and 66
Section I.2.7.7 states that "Offerors may submit information on key management personnel, major subcontractors, and work performed as part of a team or joint venture, and other previous incarnations of its current organization" and that "References (or summaries) shall include work done by the applicable segment of the firm (division, group, and unit) relevant to this solicitation, and not the firm in general." Q.1. Can the Government confirm that the past performance citations of an affiliate or parent organization with a significant past performance that is directly relevant for the PWS, that is under shared operational management, would be evaluated as past performance for the firm relevant to the solicitation?
The Government will consider past performance of a parent or affiliate organization where the Offeror clearly demonstrates that: (1) the cited work is directly relevant to this solicitation and the PWS; and (2) the entity whose past performance is being referenced shares operational management and will meaningfully contribute resources to performance of the resultant contract. In such cases, the past performance will be evaluated as part of the Offeror’s relevant performance.
Amendment 1, Question Set 1 #
Table I.2.5.2; I.2.6.4 Volume IV: Operations Management Plan Factor 4) 46, 51
Question and Answer Set 1, number 276 states Supplemental attachments (such as graphs, charts, or pictures) may be included to support the operations management plan and will not count against the 5-page limit for Volume IV, provided they are reasonable in number and length and used only to clarify or illustrate key points. Amendment 1 appears to be silent on this page count relief. Can the confirm the page count relief is still afforded as written in Q/A set 1?
Yes. The page‑count relief described in Q&A Set 1, Question 276, remains applicable.
Supplemental attachments (such as graphs, charts, or pictures) submitted to support Volume IV (Operations Management Plan) will not count against the 5‑page limit for Volume IV, provided they are reasonable in number and length and used only to clarify or illustrate key points. Section I.2.5.1.E is updated in AMD 0002 to reflect this.

7 Proposal Instruction
Are Phase II/Track 2, Factors-Volumes 1-6 required for the IDIQ submission? No. Phase 2 / Track 2 submissions, including Factors/Volumes 1–6, are not required as part of the Phase 1 IDIQ proposal submission due by July 23, 2026.
8 Proposal Instruction
If not currently required, are they optional? Phase 2 / Track 1 and Track 2 volumes are not being accepted on an optional basis with the initial IDIQ submission. Offerors shall not submit Phase II / Track‑specific volumes unless and until requested by the Government. Any such materials submitted with the Phase 1 IDIQ proposal will not be evaluated.
9 Proposal Instruction
If optional, is there a benefit to vendors in submitting optional Phase II/Tracks during the
IDIQ?
Because Phase 2 / Track‑specific submissions are not being accepted with the initial IDIQ proposal and will not be evaluated unless requested by the Government, there is no evaluation benefit to submitting such materials on an optional basis at this stage. Offerors should follow the proposal instructions and submit only those volumes required for the current phase.
