About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking multiple contractors for the LogHOUSE II (Logistics Housing Operations Unit Installation, Maintenance and Deactivation) contract to support its Transportable Temporary Housing Units (TTHUs) program. The solicitation seeks contractors capable of providing comprehensive services including hauling, installation, maintenance, deactivation, and group site development across the contiguous 48 United States. Contractors must be prepared to support disaster response missions by managing manufactured homes and travel trailers, conducting site feasibility inspections, and performing related logistical services. The evaluation will be a two-phase process using a best value tradeoff approach, with technical factors significantly more important than price. Key technical evaluation factors include corporate experience, oral presentations, technical approach, and past performance, with Phase I corporate experience submissions due March 11, 2025, and Phase II proposals due April 29, 2025.
The contract is structured as a full and open competitive procurement with a partial small business set-aside, where requirements with fewer than 250 TTHU installations will be reserved for small businesses. The contract will have a five-year ordering period from August 2025 to August 2030, with a maximum contract ceiling of $2.6 billion and a minimum guarantee of $12,500 per contract. Contractors will be required to support multiple simultaneous disaster events, with non-small businesses expected to handle two events of up to 4,000 units each, and small businesses managing three missions. The primary place of performance is across the contiguous United States, with the NAICS code 236220 (Commercial and Institutional Building Construction) and a $45 million size standard. The anticipated award date is August 2025, with the contract designed to provide FEMA with rapid-response capabilities for temporary housing logistics during emergency situations.
