About this file

This is TSA Management Directive No. 1000.15, a policy document governing claims management at the Transportation Security Administration (TSA). The directive, approved November 18, 2022, supersedes the previous version dated August 9, 2019, and applies to all TSA locations nationwide.

The directive establishes TSA policy and procedures for reporting, researching, examining, adjudicating, and managing claims filed under three primary federal statutes: the Federal Tort Claims Act (FTCA), the Small Claims Act (SCA), and the Military Personnel and Civilian Employees' Claims Act (MPCECA). FTCA and SCA claims address damage to or loss of personal property, personal injury, or death caused by negligent or wrongful acts of TSA employees acting within the scope of employment. MPCECA claims are filed by TSA employees who suffered duty-related personal property loss or damage. Claimants must file claims within two years of the incident date. Tort claims denied by TSA or unresolved within six months may result in lawsuits in U.S. District Court; claimants have six months after denial to file suit.

The directive delineates responsibilities among multiple TSA offices and personnel. The Chief Finance Office and its Claims, Outreach, and Debt Branch (CODB) receive, examine, and adjudicate property claims under FTCA and MPCECA, with authority to approve claims not exceeding $2,500. The Chief Counsel (CC) approves tort claim payments exceeding $2,500, examines personal injury claims, and adjudicates untimely claims and those involving employee theft. Claims Management Local Points of Contact (CMLPOCs) designated by Federal Security Directors coordinate local claim support, respond to information requests, conduct trend analysis, and provide training to TSA personnel. Supervisory Screening Personnel document incidents using TSA Form 414 (Incident Report), obtain witness statements, secure video evidence, and provide customers with claim filing information. The TSA Contact Center directs customers to claim information at www.tsa.gov/travel/passenger-support/claims and coordinates follow-up inquiries with CODB.
