About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by Mission Essentials on July 21, 2026, for Contract ID 70T05026R5900N0050002. The amendment modifies solicitation 70T05026R5900N005 and makes revisions to two specific sections of the underlying RFP.
The amendment revises Section I.2.5.1E to clarify document formatting requirements, permitting offerors to use 11" by 17" pages for graphics demonstrating solutions without such pages counting against applicable page limits, provided they are reasonable in number and used only to clarify or illustrate key points. All MS Word or PDF documents must otherwise be formatted to standard 8½" by 11" using Times New Roman 11-point font or larger for text and 10-point font or larger for tables and graphics. The amendment also revises Section I.2.6.1 regarding Volume I: Technology Solution & Innovation (Factor 1) to expand guidance on proposed innovative solutions. Offerors are encouraged to propose innovative technology and process solutions at checkpoint and checked baggage areas, including solutions that enhance the TSA PreCheck® experience and differentiate risk-based trusted traveler screening. Proposed solutions may encompass technologies, operational concepts, automation, and passenger experience enhancements designed to increase efficiency, convenience, throughput, and security effectiveness while maintaining TSA security requirements and risk-based screening principles. When proposing innovative solutions for task order deployment, offerors must provide supporting analysis, requirements, testing methodologies, and results to support TSA evaluation.
