About this file
This document is the Acceptable Capability List (ACL) Version 7.0, published October 2025 by the Transportation Security Administration (TSA), which serves as TSA's official registry of transportation security equipment and capabilities acceptable for donation to TSA for operational use at airport security checkpoints and baggage screening areas.
The ACL is organized into three primary categories: checkpoint transportation security equipment, general checkpoint furniture/fixtures/equipment (FF&E), and checked baggage transportation security equipment. Checkpoint equipment includes Advanced Imaging Technology (Leidos ProVision 2, Rohde & Schwarz QPS201), Boarding Pass Scanners (DESKO PENTA Scanner BPV2.0), Bottled Liquid Scanners (CEIA EMA-MS), Checkpoint Property Screening Systems in base/mid-size/full-size configurations from Analogic, SureScan, Daifuku, and Smiths Detection, Credential Authentication Technology CAT-2 systems (Idemia), Enhanced Metal Detectors (CEIA USA models), and Explosives Trace Detectors (Leidos QS B220). Checked baggage equipment includes Explosives Detection Systems from Leidos, Smiths Detection, and Reveal/Leidos in various configurations. For each technology, donors must ensure Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) completion, with additional Integrated System Acceptance Testing (iSAT) required for CPSS systems. The document specifies required peripheral equipment, bins with RFID tags, training simulators, operational test kits, and associated FF&E such as stanchions, anti-fatigue mats, barriers, and chairs. TSA reserves the right to modify the ACL and requires donors to coordinate with TSA regarding algorithm release letters prior to equipment purchase, with all fiduciary risk assumed by the donor for pre-purchase commitments. The document includes manufacturer contact information for nine original equipment manufacturers and reflects updates through October 2025, including additions of Remote Cross Lane Screening capability and STIP adapters for Enhanced Metal Detectors.

1. Introduction
1.1. Document Purpose
The Acceptable Capability List (ACL) serves as the Transportation Security Administration’s (TSA’s) official list of Capabilities1 or Transportation Security Equipment (TSE) that TSA can accept from Donors with the intent of donating to TSA to be used within operations.
The ACL is a living document that includes all Capabilities currently able to be donated to TSA based on the approval of applicable phases of the Department of Homeland Security (DHS) Acquisition Lifecycle Framework. 2
1.2. Document Format
This document is arranged by checkpoint TSE, general checkpoint Furniture, Fixtures and Equipment (FF&E), and checked baggage TSE. Furniture, Fixtures and Equipment is also listed per TSE as applicable. Each TSE has FF&E and/or other TSE that is required to be provided with the donated TSE to ensure successful operations. In addition, TSA may require additional associated FF&E, on a case-by-case basis, to improve the efficiency of checkpoint or checked baggage operations. TSA reserves the right to require additional FF&E that is not listed within this document.
1.3. General Donor Guidelines
In support of donations, TSA will authorize the release of the latest TSA algorithm (which is Sensitive Security Information (SSI)) resident on the TSE listed herein exclusively for Donors to donate new equipment to TSA for TSA operational use. This authorization is provided through a Release Letter to the Original Equipment Manufacturer (OEM) once the donation is approved by TSA. OEMs may not install TSE with TSA’s software in any location prior to the receipt of this authorization.
All fiduciary risk will be assumed by the Donor for purchases made in advance of the OEM Release letter. The OEM is required to ensure the appropriate handling, storage, and protection requirements and limitations on SSI dissemination during the sale and transfer of equipment to the Donor.
TSA encourages checkpoint and checked baggage TSE be aligned with existing TSE make and models already deployed to that airport. Additional guidelines for specific TSE or other capabilities are listed below.
1 Any type of technology, property, or equipment such as TSE, emerging technology, or Furniture, Fixtures, and Equipment. Within this document, Capabilities and Transportation Security Equipment are considered synonymous. For the purpose of this document, the TSE list on the ACL is defined as “Acceptable Capability”.
