About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking contractors for its National Cross Dock & Incident Base Support Contract, a comprehensive logistics support service designed to improve disaster response operations across the Continental United States. This multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract will support cross-docking operations, empty trailer yard management, and incident support base establishment to reduce trailer detention costs and improve resource tracking during disaster activations. Contractors must demonstrate capability to establish facilities within 50 miles of FEMA Incident Staging Bases or Federal Staging Areas, initialize operations within 12 hours of task order award, reach full operational capacity within 72 hours, and support up to 1,000 empty trailers with capacity for 250 incoming/outgoing trailers daily. The evaluation will use a Highest Technical Rated (HTR) approach, assessing offerors on demonstrated experience, technical capability and management approach, past performance, and price. Phase I proposals were due August 29, 2025, with Phase II proposals originally due September 19, 2025, but amended to September 22, 2025, and anticipated contract award on November 29, 2025.
This procurement is set aside for small businesses with a size standard of $25 million, and no incumbent contractors are specifically mentioned in the solicitation materials. The estimated contract ceiling is $190 million across all awards, with a guaranteed minimum of $3,000 per contract, though this minimum may adjust based on the number of awards made. The contract structure includes a base year and two option years, with a performance period from January 21, 2026, to January 20, 2029, though individual task orders will have their own specific performance periods. Services will be performed across all 10 FEMA regions throughout the Continental United States, with primary place of performance listed as Washington, DC. The contract will award up to three IDIQ contracts to provide 24/7 operational support during Level 1 or 2 disasters when FEMA's existing logistics capabilities are exceeded.

FEMA NATIONAL CROSS DOCK AND INCIDENT SUPPORT SERVICES:
A critical task of FEMA Logistics Management Directorate (LMD) is to ensure delivery of the right resources, at the right place, and at the right time to support state, local, tribal governments, and territories. LMD delivers these necessary resources to include commodities and manufactured housing units to provide support during disaster operations. Previous disasters have demonstrated challenges with trailer operations that have resulted in high detention cost and trailer accountability, which impacted returning trailers back to carriers and closure of key FEMA logistic locations. To reduce any reoccurrence in future disaster operations, a FEMA transportation working group within the LMD found that cross docking operations would significantly reduce trailer detention costs during disaster activation and would create mechanisms to better control and track leased resources. Instead of shipping directly to the Incident Staging Base (ISB)/ Federal Staging Area (FSA), non-DHS trailers will be cross docked to a fleet of trailers equipped with GPS-enabled In Transit Visibility (ITV) and managed by a single contractor with an issued task order. The LMD will be the primary provider of the cross-docking operation and/or will supplement regional cross docking operational capabilities when needed.
