About this file
This is a Questions and Answers document for a Transportation Security Administration (TSA) Indefinite Delivery/Indefinite Quantity (IDIQ) contract solicitation numbered 70T05026R5900N005, identified as "Gold+."
The document addresses five clarifications related to proposal submission and eligibility requirements. Key points include: a SIDA (Security Identification Display Area) badge does not satisfy TSA Criteria #2 regarding current TSA entity contracts and appropriate credentials; proposals must be submitted to both William.Dorwart@tsa.dhs.gov and paul.easton@tsa.dhs.gov; Phase 2 participation requires submission of a Phase 1 proposal, with no exception for companies that did not submit Phase 1 responses; an on-ramp/re-opener process will allow new vendors to enter the IDIQ at TSA's discretion under FAR clause 52.212-2 (Evaluation—Commercial Products and Commercial Services, with DEVIATION 25-21); and offerors may submit proposal volumes separately via multiple emails, including submitting Factor 6 (Volume VI) separately from Volumes I through V. These clarifications primarily address administrative and eligibility procedures rather than substantive contract requirements or deliverables.
