About this file
This is Amendment 0004 to a federal solicitation (70T05026R5900N0050004) issued by Mission Essentials on July 28, 2026, for Transportation Security Administration (TSA) airport security screening services. The amendment modifies three specific sections of the original solicitation and applies to an amendment of solicitation number 70T05026R5900N005.
The amendment revises Section I.2.4.5 regarding Sensitive Security Information Phase 2 requirements, clarifying that offerors must designate up to two individuals authorized to review SSI as part of their Phase 1 proposal submission in Volume VI. Proposed individuals must meet one of three criteria: provide a valid Known Traveler Number (KTN, which is the preferred method), possess current TSA-issued credentials from another TSA entity contract, or submit to TSA's standard credentialing and vetting process. The amendment notes that KTN validation can be completed more quickly than traditional vetting. Additionally, Table I.2.5.2 describing volume requirements is updated to specify that Volume VI (Financial Capability & Business Stability) must include SF1449 and SF30 Acknowledgements along with Sensitive Security Information Phase 2 candidate information, with no page limit for this volume. Finally, Section I.2.7.7 regarding Volume VII (Price and Compliance for Airport-Specific Solution/Factor 7) is renumbered to I.2.7.8 and cross-referenced to Section I.3.1.1 for complete compliance documentation requirements. All other terms and conditions remain unchanged.
