About this file
This document is an amendment (AMD 0001) to solicitation 70T05026R5900N005, detailing revisions to a Transportation Security Administration (TSA) contract opportunity. The proposal submission deadline is July 31, 2026, at 1:00 pm EDT, with submissions required via email to designated points of contact.
The solicitation employs a two-phase evaluation structure with Phase 2 offering two competitive tracks. Track 1 requires submission of a single volume addressing Cost Efficiency and Compliance (Factor 1), which is mandatory and serves as the decision point for IDIQ award eligibility. Track 2 requires seven volumes: Factor 1 (Cost Efficiency), Factor 2 (Airport-Specific Solution & Operational Readiness), Factor 3 (Innovative Concepts), Factor 4 (Stakeholder Engagement & Alignment), Factor 5 (Program Management – Implementation Plan, Milestones, and Risk Management), Factor 6 (Past Performance—newly added), and Factor 7 (Price and Compliance for Airport-Specific Solution). All proposals must include completed SF1449 forms, Representations and Certifications, HSAR Organizational Conflict of Interest certification, TSA Minimum Labor Rates documentation, federalized airport independence certification, proof of American ownership or approved mitigation plans for foreign-owned subsidiaries, and for Track 2 large businesses only, a Small Business Subcontracting Plan. Key Personnel resumes do not count toward page limits. Formatting requirements specify Times New Roman 11-point font for text and 10-point for tables, with an exception allowing 11" by 17" pages for graphics, each counting as one page. For Phase 2 Track 2 proposals involving Sensitive Security Information, offerors must designate one individual authorized to review SSI, who must either provide a valid Known Traveler Number, hold current TSA-issued credentials from another TSA contract, or submit to TSA's standard credentialing/vetting process.
