About this file

This is a Technical Questions and Responses Tracking Sheet for Solicitation #36C77626R0025, the EHRM Construct Infrastructure Upgrade project in Huntington, WV. The document contains 47 contractor questions and VA responses addressing clarifications on project scope, technical requirements, and operational procedures.

Key technical and operational clarifications include: MCR drainage piping will tie into an existing catch basin west of the new data center; West Virginia HVAC licensing is required with contractors needing state or national authority licensure; temporary modular barrier systems such as STARC panels are acceptable for ICRA containment where fire rating is not required; lift paths and clearances will be finalized at time of final hoist selection with potential off-hours work required for safety; and blasting is not permitted on the mountainside duct bank route with adjusted routing to be used instead. The contract is structured as firm fixed-price with all costs and risks to be included in the base bid, with unforeseen conditions to be arbitrated by the contracting officer. Contractors are responsible for geotechnical testing engagement, Activity Hazard Analyses for each definable feature of work (blanket AHAs are not acceptable), and integration of new PACS panels and equipment with coordination through the VA project manager. OI&T acceptance testing and written approval are required before final acceptance of Division 27 systems, and contractor IT equipment requiring VA network connection must obtain OI&T approval. The project includes new data center construction, telecommunications infrastructure, physical access control system integration, and mechanical/electrical/plumbing work with phased construction and multiple coordination requirements with VA personnel.
