About this file
This is a Technical Questions and Responses Tracking Sheet for federal solicitation 36C77626R0025 for the EHRM Construct Infrastructure Upgrade in Huntington, West Virginia. The document consists of 85 substantive questions from contractors and corresponding answers from the VA, with questions numbered 86-150 left blank.
The responses address critical design and construction requirements across multiple disciplines. Key technical clarifications include: deep foundations using micropiles for all three telecom tower structures (T1, T2, T3); shallow foundations for the MCR addition; blast exemption for towers; firestopping by UL or FM Global certified contractors only; Category 6A cabling installation with specific fiber route separation requirements (50 feet minimum between A and B side fibers when entering patient-serving buildings, 10 feet inside buildings); EMT conduit for horizontal fiber runs with J-hooks as acceptable alternate when EMT is not achievable; and a 10 percent allowance of 2-port work area outlets for VA discretionary use. Contractor responsibilities include complete NFPA fire sprinkler design with hydraulic calculations and flow testing for both data center and telecom room modifications, independent testing and balancing by certified TAB contractors, seismic delegated design with engineer-stamped calculations submitted for approval, and integration of new HVAC and security systems into existing campus infrastructure. The responses confirm contractor furnishing and installation of all mechanical equipment including UPS systems, precision cooling units, and rack power distribution units, with specific electrical requirements referenced on detailed drawings (EP500 and EP400 series). Notable scope exclusions include post-tension slab penetration restrictions (none identified in existing structures) and additional waterproof membrane at mud slab (not required). The document serves as clarification of contract requirements for bidding purposes on this healthcare facility infrastructure project.
