About this file
This document is a Technical Questions and Responses Tracking Sheet for federal solicitation 36C77626R0025 addressing the EHRM Construct Infrastructure Upgrade project in Huntington, West Virginia. The document contains 93 substantive contractor questions with corresponding VA responses addressing clarifications on project scope, specifications, and execution requirements.
Key facility information identifies existing proprietary systems: Edwards EST 4 fire alarm equipment, Johnson Controls (JCI) for HVAC controls, and S-com electronic specialty for cameras (currently Avigilon). The VA confirmed that design alerts have been integrated into drawings and specifications. Regarding staffing requirements, the VA clarified that while superintendents may perform Site Safety and Health Officer (SSHO) duties, the Certified Quality Control (CQC) qualified individual cannot hold dual responsibilities, with all qualified personnel required to submit qualifications for each role. For technological scope, contractors must provide communications outlet backboxes, conduits, pull boxes, cable tray systems, and firestopping for Division 27 telecommunications work per specifications 27 05 33 and 27 05 36. The duct bank routing between upper and lower campus was adjusted away from the mountainside, with new routing to be published in addendum drawings. Contractors must allow 14 calendar days advance notice for shutdowns, equipment migrations, startup/testing activities, and hotwork permits, with after-hours work requiring 10 days' prior approval. The VA indicated that an amendment would address bid extension requests and that roof membrane penetration details are under engineer determination. No additional RFI rounds will be permitted, and archaeological findings should be reported to the Contracting Officer's Representative for assessment.
