About this file
This is a Technical Questions and Responses Tracking Sheet for federal contract solicitation #36C77626R0025 for the EHRM Construct Infrastructure Upgrade project in Huntington, West Virginia. The document consists of 110 substantive questions and corresponding VA responses addressing technical clarifications requested by contractors during the pre-bid phase.
The questions and responses cover critical project areas including site logistics, geotechnical and foundation requirements, environmental compliance, mechanical and electrical systems, telecommunications infrastructure, fire protection, building automation systems, and project management requirements. Key clarifications provided by the VA include: geotechnical reports and foundational specifications are referenced in contract documents; asbestos abatement involves approximately 100 square feet of floor tile and mastic requiring pre-construction testing and notifications; crane and hoist locations are subject to final contractor selection and COR approval; temporary barrier and ICRA requirements are specified in safety specifications; phasing must protect hospital operations with a required phased cutover sequence; material handling routes and staging areas require COR coordination based on site conditions; fire suppression and mechanical systems require formal commissioning per specification 01 91 00; existing building systems include JCI Building Automation Systems, Edwards EST 4 fire alarms, and Avigilon surveillance cameras requiring contractor coordination; and pavement and site restoration must return areas to original condition. The VA indicates that unforeseen subsurface conditions, changes to bid conditions, and contractor-proposed alternative sequences will be addressed through the contracting officer with potential equitable adjustments where warranted.
