About this agency

The Department of the Interior's National Park Service Pacific West Region is a civilian sub-agency within the Interior Department that procures supplies, equipment, construction services, and facility maintenance across national parks, monuments, and seashores in the western United States. The Region rolls up contracting and grant-making activity from its constituent parks and preserve offices, which manage individual solicitations and awards.

The Region closed 22,868 federal contract awards since 2001, with $1.83 billion in combined award potential value and $1.72 billion obligated (94 percent). Recent annual contract activity declined from 955 awards in 2022 to 577 year-to-date in 2026, with 690 awards in 2025, 810 in 2024, and 875 in 2023. The contractor base is highly fragmented: the top five primes by award count hold only 9 percent of recent awards, led by Mariposa Portable Sanitation LLC (108 awards, $2.5 million potential), Relm Communications, Inc. (66 awards, $4.7 million), and The Kinetic Group Sales LLC (60 awards, $360 thousand). By potential value, the top five cover just 2 percent, with Anderson Hallas Architects, PC leading at $8.6 million combined across 48 awards. The portfolio demonstrates heavy use of small-business set-asides: Total Small Business awards account for 33 percent of all contracts, followed by 61 percent awarded with no set-aside. The 8(a) sole-source category represents 4 percent; SDVOSB, HUBZone, and WOSB designations collectively account for 2 percent or less.

Grant activity is minimal and declining. The Region issued 1,703 total federal grant awards since 2007, obligating $360.4 million in federal dollars. Recent annual volume dropped sharply to only 5 awards in 2025, down from 206 in 2024, 176 in 2023, 168 in 2022, and 141 in 2021. The most recent grant award closed on September 5, 2025. Grant recipients are moderately concentrated: the top five by award count hold 34 percent of recent awards, dominated by The Great Basin Institute (64 awards, $16 million federal dollars), American Conservation Experience (44 awards, $4.7 million), and National Experienced Workforce Solutions, Inc. (41 awards, $4.9 million). By federal dollars, the top five cover 11 percent, led by The Great Basin Institute ($16 million), University Of Hawaii ($9.4 million and $5.1 million across separate award cohorts), and Santa Monica Mountains Fund ($5.2 million). Cooperative Agreements dominate the assistance-type mix at 99 percent; Project Grants represent 1 percent.

Current contract opportunities are concentrated in construction, facility maintenance, and equipment procurement at specific parks. Recent solicitations (posted August–September 2026) include supply and delivery of a radius excavator at Redwoods National Park (due September 23, RFQ 140P8426Q0086, Total Small Business set-aside), industrial generator supply and installation at Lassen Volcanic National Park (due September 30 via RFQ 140P8426Q0062, amended to cancel and re-solicit under commercial construction), riprap delivery to North Cascades National Park (due September 23, RFQ 140P8326Q0075), and snow poles production and delivery at Crater Lake National Park (due September 18, RFQ 140P8426Q0090). Water system work includes turbidity meter replacement at Oregon Caves (RFQ 140P8426Q0088, due September 17), water tank inspection and cleaning at Crater Lake (RFQ 140P8426Q0076, due September 17, with multiple amendments addressing vehicle access and sediment handling), and boiler replacement at Point Reyes National Seashore (RFQ 140P8426Q0051, due September 16). A Request for Proposals for Limantour Residence 160 rehabilitation at Point Reyes (RFP 140P8426R0003, due September 14) includes base and optional scope across structural, utility, and finishes work. Most active solicitations carry Total Small Business set-asides with firm fixed-price award structures and September 2026 due dates. No grant opportunities are present in the source material; grant-making appears dormant as of late 2025.
