About this opportunity
The National Park Service Pacific West Region seeks firm fixed-price offers for delivery of 2,000 tons of Class D riprap to North Cascades National Park's Stehekin gravel pit, with quotations due September 23, 2026 at 3:00 p.m. Pacific Time. This is a 100% Total Small Business Set-Aside under NAICS 212319 (Other Crushed and Broken Stone Mining and Quarrying), with a 550-employee size standard. The solicitation replaces prior RFQ 140P8326Q0049 and incorporates Amendment P0001 posted September 18, 2026, which clarifies line item specifications and contractor responsibilities.
Place of performance is the Stehekin gravel pit, approximately five miles from the landing at the north end of Lake Chelan, Washington. The riprap must conform to Washington State Department of Transportation Specification 9-13, with Class D sizing (54 inches down to 20 inches) and material requirements including minimum apparent specific gravity of 2.50, maximum absorption of 4.2%, and minimum coarse durability index of 50. Delivery is logistically constrained: the road system is accessible only by boat or aircraft, and all loads must cross Harlequin Bridge, which has specified weight capacity limits documented in the solicitation attachments.
Contractors must quote two separate line items: riprap supplied in 250-ton increments (2,000 tons total) and all transportation and consolidation costs from quarry to gravel pit. Period of performance runs September 25, 2026 through June 25, 2027. All offerors must maintain active SAM.gov profiles with complete representations and certifications by close date and submit three business references. Evaluation criteria are Technical (riprap compliance with scope), Past Performance (successful similar projects within three years), and Price (total cost comparison). Single award anticipated. Quote pricing must remain valid for 20 days. Submit quotations and inquiries by email to hal_hoversten@ios.doi.gov.
