About this opportunity

The National Park Service Pacific West Region seeks dry-docking, maintenance, and repair services for the Surf Ranger, a 75-foot steel-hull landing craft at Channel Islands National Park in Ventura County, California, with quotations due August 21, 2026 at 10:00 AM. This is a Total Small Business Set-Aside (NAICS 336611, size standard 1,300 employees); only small business concerns may submit.

Work is performed at the contractor's facility and must be completed by December 31, 2026, with period of performance from August 7 through December 31, 2026. The base scope comprises four mandatory line items: hauling, pressure washing, and launching; preparing and painting the bottom with two coats of Ameron-ABC#3 ablative antifouling black paint; removing and replacing two government-provided propellers; and removing and replacing PSS shaft saver bellows on both 2.5-inch shafts with engine realignment to within 0.005 inches. Seven optional line items are available at the Government's discretion: ramp winch mounting structure repair, interior lazarette preparation and painting, cutlass bearing replacement, and additional sandblasting, welding, painting, and machining work (each anticipated at 30 hours).

The Government furnishes paint, replacement parts, propellers, cutlass bearings, and PSS shaft saver rebuild kits. All painting and sandblasting work must comply with specified technical standards including surface preparation to bare metal, contamination prevention, and manufacturer-specified coating application. Welding must conform to American Bureau of Shipping rules with electronic engine disconnection prior to work and completion before painting.

The Government will evaluate quotations on price, technical acceptability, technical approach (one-page limit), relevant experience from the past six years, and past performance. Contractors must carry liability insurance of $500,000 per person, $500,000 per occurrence, and $500,000 property damage; provide workers' compensation coverage under California Labor Code Section 3700; and comply with Service Contract Act wage determination requirements for Ventura County. This is a firm-fixed-price purchase order under FAR Part 13.106 simplified acquisition procedures. Amendments 0001 and 0002 extended the deadline from August 6 to August 14 to August 21.
