About this opportunity
The National Park Service, Lake Roosevelt National Recreational Area seeks firm fixed-price offers for rehabilitation of a 42-foot Munson Landing Craft, with proposals due August 31 by 3:00 PM Eastern Time. Amendment P0002 extended the deadline from August 19. This is a total small business set-aside (NAICS 336611, 1,300-employee threshold).
Place of performance is Coulee Dam, Washington; the contractor is responsible for transporting the vessel to and from its facility for work, then returning it to the Lincoln, Washington boat launch. Work encompasses five integrated packages: engine and propulsion system overhaul (two Caterpillar 3208 marine diesel engines and two Arneson Surface Drives); pilot house navigation systems and operator console modernization including Garmin GPS chartplotter installation; structural repairs, hull and deck coatings, LED lighting, sacrificial anodes, winch and cable systems, hydraulic spuds, and steering systems; development of vessel-specific Standard Operating Procedures and installation of USCG-compliant marine-rated safety placards; and operational training for up to four NPS personnel. All work must comply with U.S. Coast Guard, American Boat and Yacht Council, National Fire Protection Association, and Department of Transportation standards. The contractor must provide marine-grade, corrosion-resistant materials and supply all labor, tools, equipment, and mobilization costs.
The estimated period of performance is 120 days, though offerors may propose an alternative duration with justification. The contractor warrants all workmanship and installed components for 12 months or 1,000 hours, whichever occurs first. Site visits occurred July 29 and August 5 at 1008 Crest Drive, Coulee Dam. Offerors must submit past performance from the past six years, key personnel qualifications (with preference for USCG and ABYC experience), vessel transport plan, and completed SF 1449 pricing forms. Evaluation criteria include price, relevant experience with vessel maintenance and repair, key personnel qualifications, vessel transport plan adequacy, and past performance on similar projects within the past three years. Payment terms are Net 30 with progress payments possible upon work completion and acceptance; final payment of 25% follows deliverables and training completion. All invoices must be submitted through IPP.gov. Contractor insurance requirements include $500,000 per person, $500,000 per occurrence, and $500,000 property damage liability coverage. All questions and offers are accepted only by email to hal_hoversten@ios.doi.gov.
