About this opportunity
The National Park Service Pacific West Region seeks replacement of roofs on the Maintenance Building and Administration Building at Lewis and Clark National Historical Park in Astoria, Oregon, with proposals due September 4, 2026. This is a Total Small Business set-aside; only small business concerns are eligible.
Place of performance is Astoria, Oregon (Clatsop County). The NAICS code is 238160, Roofing Contractors, with a $19 million size standard. The PSC code is Z1FZ, Maintenance of Other Residential Buildings.
The Maintenance Building project requires complete removal and replacement of approximately 6,000 square feet of deteriorated composition asphalt roofing, including new code-approved underlayment, full perimeter drip-edge flashing, commercial-grade gutters and downspouts, and comprehensive ventilation upgrades with continuous screened ridge-line ventilation and gable-end vents. The Administration Building project requires removal of a 2,000-square-foot metal roof and installation of a new asphalt shingle system with underlayment, drip-edge flashing, fascia and sheathing repairs, and full gutter and downspout replacement.
This is a firm-fixed-price construction contract. Performance must begin within 10 calendar days of notice to proceed and conclude within 90 calendar days. Davis-Bacon wage determination OR20260092 (Clatsop County, Oregon) applies. Buy American requirements apply to shingles, aluminum coil, and ridge ventilation. A performance payment bond equal to 100 percent of contract price is required within 10 days of award. Liability insurance of $500,000 per person and occurrence, naming the United States as insured, is required.
Evaluation criteria include price, relevant experience with similar projects within six years, construction schedule quality, technical approach, current Oregon Contractor State License, safety record and OSHA documentation, and past performance references. Quoters must be registered in SAM at time of submission and must submit a Technical Information Form, past performance questionnaire, and current Oregon contractor licenses and OSHA 300A logs for the previous three calendar years.
Amendment 0002 clarifies that pricing must be based on actual measured roof areas; both buildings remain occupied during normal working hours and contractors must coordinate to minimize disruptions; work is restricted to standard weekday hours (8 a.m.–5 p.m.); and staging and laydown areas are permitted in adjacent asphalt parking lots only.
