Place of performance is 38050 Highway 36 East, Mineral, California 96061. Services are limited exclusively to ant and wasp control across approximately 80 buildings in the North and South Districts, including residential housing areas, visitor centers, and Volcano Adventure Camp pavilions. Contractors must use only four approved insecticides: Terro Ant Killer II Liquid Ant Baits, PT Wasp Freeze II Wasp & Hornet Insecticide, Advance Granular Carpenter Ant Bait, and Fedona CS, all EPA-registered and California-compliant, applied per label instructions. Product substitution requires prior written NPS approval with at least two weeks' notice. Treatment of occupied residences requires 48-hour advance resident notification and NPS representative accompaniment during interior inspections.

The base contract runs September 25, 2026, through August 31, 2027, with four option years extending through August 31, 2031. Scheduled services occur in May, June, August, and October, averaging four hours per district per visit. Applicators must hold either a California Structural Pest Control Board license or California Department of Pesticide Regulation Qualified Applicator Certificate or License. Service Contract Act prevailing wage rates apply to Shasta and Tehama Counties. Contractors must carry liability insurance of $500,000 per person, $500,000 per occurrence, and $500,000 property damage, and submit invoices electronically through the U.S. Department of Treasury's Invoice Processing Platform within 30 days of work completion.

Quotations must include completed price sheets for base year and all four option years, technical approach (5 pages maximum), relevant experience within the past six years, key personnel qualifications with current valid state certifications, and past performance references. Government evaluation considers price, technical approach, relevant experience, key personnel qualifications, and past performance. A mandatory site visit is scheduled for September 10, 2026, at 9:00 a.m. PDT at park headquarters; reservations are required. NAICS code is 561710, Exterminating and Pest Control Services.
