About this opportunity

The National Park Service, Lake Roosevelt National Recreation Area, issued a notice of intent on July 27, 2026 to award a sole source contract for fiber optic cable pulling and termination services, with comments due by August 6, 2026 at 3:30 pm Pacific Time. The procurement is justified under FAR 6.302-1 (only one responsible source) because Northwest Open Access Network (NOANET) exclusively owns and maintains the fiber infrastructure at the required connection point and mandates that all construction on its infrastructure be performed by NOANET personnel or authorized contractors.

NPS intends to negotiate a firm fixed-price contract for pulling and terminating fiber optic cable slack approximately two miles from Boise Cascade to NPS facilities within the Kettle Falls North District at Lake Roosevelt National Recreation Area. The work involves fiber optic relocation to enable NPS connection of new fiber to proposed or existing NPS-owned fiber infrastructure. Market research confirmed that interconnection at the specified meet points requires work on NOANET infrastructure, and NOANET holds a current franchise agreement with Avista for pole attachment that includes installing a riser extending to a new handhole. The estimated contract value is $23,100. Interested parties should submit comments, business qualifications, and points of contact to Contracting Officer Hal Hoversten at hal_hoversten@ios.doi.gov.
