About this opportunity
The National Park Service Pacific West Region seeks removal, disposal, and replacement of 80 sealed lead-acid batteries in two Eaton 9390 UPS systems at Lake Mead National Recreation Area, with proposals due August 25, 2026. The procurement is a 100% total small business set-aside.
Place of performance is Lake Mead NRA, Boulder City, Nevada. The contractor must supply all labor, materials, and equipment to remove and replace batteries (CSB HRL 12200W FR 12V 200W/Cell 1.67V/15Min or equal), dispose and recycle removed batteries in compliance with federal, state, and local procedures, and complete manufacturer startup checklists and operational testing. Prior to ordering batteries, the contractor must submit product data sheets to the Contracting Officer Representative for approval. If subcontracting battery installation, a superintendent with three years of direct experience on similar work must be physically present on-site; if self-performing, daily on-site superintendence is not required. The contractor must provide employee names and license photos for FBI CJIS background checks; employees with felony convictions are disqualified. Work is performed Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding government holidays, with outside-hours work requiring contracting officer approval and 24-hour notification to nearby residences. The site will be closed to the public and park staff during servicing. A fire permit is required before hot work activities commence. The period of performance runs September 1 through November 30, 2026, with delivery required by November 30, 2026.
Award is firm fixed price lump sum via Standard Form 1449. Evaluation weighs Price and Technical factors. The technical submission is limited to two pages and must demonstrate how the contractor will meet statement of work requirements including direct superintendence, quality control, safety, schedule management, and authority to direct subcontractors and make real-time changes. The contractor must maintain liability insurance of not less than one million dollars each person, one million dollars each occurrence, and one million dollars property damage. Service Contract Labor Standards wage determination 2015-5593 (Clark County, Nevada) applies. Contracting Officer Michelle A. Harrison, michelle_harrison@ios.doi.gov, 760-367-5517. NAICS 221122, PSC N061. Amendment 0001 (posted August 18) provides photos of existing Eaton 9390 systems; the proposal deadline remains unchanged.
