About this opportunity

The National Park Service seeks restoration of log cabin exterior wood components at the Dellenbaugh Administrative Site within Parashant National Monument in Mohave County, Arizona, with quotations due September 10, 2026, and a mandatory pre-quotation site visit scheduled for September 2, 2026. This is a total small business set-aside using simplified acquisition procedures under FAR Part 13, resulting in a firm fixed-price purchase order.

The estimated contract value ranges from $25,000 to $100,000. Performance runs September 21 through December 21, 2026 (91 days). Place of performance is the Dellenbaugh Administrative Site in northwestern Arizona, approximately 90 miles south of St. George, Utah, at 6,200-foot elevation, accessible only by unimproved dirt roads requiring 2.5 to 3.5 hours travel time from St. George.

Work encompasses cleaning and reapplication of clear coat sealer to approximately 8,900 square feet of logs, railings, spindles, and associated wood components, and visual inspection and refinishing of approximately 1,215 square feet of damaged wooden railings, spindles, and support posts. Refinishing work includes media blasting, low-pressure cleaning, wood preservation treatment, crack repair, staining, and sealing. All products must be Perma-Chink brand or equivalent and compatible, including Log Wash, Shell-Guard RTU (borate preservative), Check Mate II sealer, Energy Seal, Lifeline Ultra-7 stain (Chestnut), and Lifeline Advance Clear Exterior Topcoat (Satin). Work must follow manufacturer specifications and best practices of the trade.

The site operates seasonally (April 15 to November 15). Standard work hours are Monday through Friday, 7 a.m. to 7 p.m. MDT. The contractor must provide qualified tradesmen, all materials and equipment, portable restrooms, lodging, fuel, and food. Water and 110/220V electrical power are available on-site; cellular service and internet are not. The contractor must maintain on-site representation with real-time communication capability via satellite phone or similar device.

Construction contractors and subcontractors performing field work are not required to hold an Arizona contractor license; out-of-state licensed contractors may perform the work if they hold an equivalent current license type in their respective state. Davis-Bacon prevailing wage rates apply. Contractor must furnish performance and payment bonds within 10 calendar days of award and commence work within 60 calendar days of notice to proceed. Technical questions are due September 8, 2026, at 7 a.m. Pacific time. Award will be made to the responsive and responsible offeror providing the lowest price quotation. All offerors must be registered in SAM at time of submission. Quotations must remain valid for a minimum of 60 days. Amendment #0002 (effective September 8, 2026) clarifies that Perma-Chink Prelude must be applied as a primer to approximately 1,235 square feet of media-blasted railings, spindles, and stair posts prior to application of Lifeline Ultra-7 stain in Chestnut color, in accordance with the manufacturer's application guide.
