About this opportunity

The National Park Service Pacific West Region seeks purchase and manufacture of 234 replacement running rigging blocks for the NHL Ship Balclutha at San Francisco Maritime National Historical Park, with quotations due August 31 at 3:00 PM Pacific Daylight Time and questions due August 21. This is a 100% Total Small Business Set-Aside, limiting competition to firms meeting the 500–750 employee size standard under NAICS codes 332999, 326199, or 321999.

Place of performance is Vallejo, California (860 Nimitz Avenue). The contractor must manufacture blocks to British style consistent with 1886 specifications in three categories: 68 blocks for the foremast, 88 for the main mast, and 78 for the mizzen mast, ranging from 6 to 16 inches in diameter. Wooden shells must be constructed from elm or ash; ironwork and fittings of mild steel with hot-dipped galvanization or 316 stainless steel; black Delrin or approved-equal sheaves; and 316 stainless steel or copper sheave pins with square heads and copper rivets. The contractor must submit a sample or mock-up of each block type and size for Contracting Officer's Representative approval before manufacturing remaining blocks; all subsequent blocks must match the approved sample exactly, with non-conforming blocks replaced at no additional cost to the Government. Period of performance runs September 28, 2026 through September 27, 2027, with delivery required Monday through Friday between 8:00 AM and 3:00 PM, excluding federal holidays, on FOB Destination basis with 24-hour advance notice. Evaluation weighs technical capability and relevant experience with similar block replacement projects within the past three years and cost/price reasonableness; past performance is not applicable. Offerors must maintain liability insurance of at least $500,000 per person, $1,000,000 per occurrence, and $500,000 property damage. Site visits are highly encouraged, arranged by appointment with Adrian McCullough at adrian_mccullough@nps.gov or 415-802-4666. Contract Specialist E. Michael Gabriel is the point of contact at earl-michael_gabriel@ios.doi.gov.
