About this opportunity
The National Park Service Pacific West Region seeks tree pruning and deadwood removal services at Whiskeytown National Recreation Area in Shasta County, California, with quotations due August 26, 2026 at 2:00 PM Pacific Daylight Time. This is a Total Small Business Set-Aside restricted to firms meeting the $9.5 million size standard under NAICS 561730.
Place of performance is Whiskeytown National Recreation Area, specifically the Tower House Historic District (Back Field and Tenant House Barn areas), located approximately 16 miles west of Redding, California. Work encompasses 6.75 acres across 16 designated project areas involving pruning and deadwood removal from fifteen oak trees and one Oregon Ash tree. Performance period runs August 31, 2026 through December 31, 2026, with work execution scheduled between October 1 and March 31.
Contractor must provide a full-time International Society of Arboriculture–certified arborist supervisor with verifiable experience supervising shade tree maintenance and climbing crews. Work must comply with ANSI Z133.1-2017 or Z133-2025 standards and include hazard reduction pruning, 25% crown retrenchment and reduction, and deadwood removal of limbs larger than two inches in diameter. All equipment must meet federal OSHA, state, and local safety requirements and pass NPS inspection prior to park entry. Vehicles and equipment must have rubber tracks or tires due to cultural sensitivity and unpaved road conditions. Contractor is responsible for all damage to park resources, trails, and structures, with restoration at no additional cost to the government. Minimum liability insurance required is $500,000 per person, $500,000 per occurrence, and $500,000 property damage, plus workers' compensation insurance.
This is a firm-fixed-price purchase order evaluated under simplified procedures (FAR Part 13.106) with price as the primary evaluation factor. Evaluation also considers past performance and technical qualifications. Quotations must include a Quote/Price Sheet (lump-sum pricing for two contract line items, with optional pricing for possible Tree 15 removal), Technical Information Form with relevant past performance, and one-page Technical Approach. PSC is F003. Contracting Officer's Representative is Glendee Osborne; Contract Specialist is Rocio Gomez Macias. Optional site visit occurred August 19, 2026; Amendment 0002 provided updated site visit sign-in sheet, price sheet, answers to questions, and updated tree map as of August 20, 2026.
