About this opportunity
The National Park Service Pacific West Region seeks design, fabrication, and delivery of three double-sided polycarbonate exhibit panels to update the Issei Memorial Wall at Minidoka National Historic Site in Jerome, Idaho, with quotes due September 1, 2026 at 1:00 PM Pacific Time. This is a women-owned small business (WOSB) set-aside under NAICS 323111, Commercial Printing.
Place of performance is Jerome, Idaho. Each panel measures 62 inches by 44 inches and will be printed with corrected information for the memorial honoring over 4,400 Issei immigrants incarcerated at Minidoka during World War II, addressing spelling mistakes, errors, and missing names identified over the past five years. The contractor must propose fabrication methods suitable for public display; any combination of materials and construction methods that produces the desired appearance and withstands public display and maintenance is acceptable. No prescribed requirements exist for the number of layers, materials, specific printing method, or construction technique.
The period of performance runs from September 1 to October 30, 2026, with design submission required within four weeks of contract award and panel delivery within four weeks of design approval. Deliverables include the three printed panels and maintenance guidelines. The contractor is responsible for delivery but not installation; NPS will install panels on the existing historic base. Fabricated panels must carry a minimum 12-month workmanship warranty.
Evaluation weighs price, technical merit of proposed approach (materials and printing techniques), and past performance on similar projects approximately equally, with technical merit and past performance combined approximately equal to price. Offerors must be registered as active small businesses in SAM with no exceptions and maintain liability insurance with minimums of $200,000 per person, $500,000 per occurrence, and $1,000,000 property damage, with the United States named as an insured party. Questions are due August 24, 2026. Service Contract Labor Standards apply with prevailing wage rates established under wage determination 2015-5515.
