About this opportunity

The National Park Service Pacific West Region seeks construction of a maintenance building expansion at Minidoka National Historic Site in Jerome, Idaho, with proposals due August 21, 2026, at 12:00 PM Pacific time. This is a total small business set-aside under NAICS 236220 (Commercial and Institutional Building Construction) with a $45 million size standard.

Place of performance is Jerome County, Idaho. The project comprises two contract line items: envelope and systems construction (site preparation, foundation, concrete slab, exterior walls, doors, windows, roofing, and rough-in of electrical, data, and mechanical systems) and interior construction and systems (interior partitions, finishes, doors, and completion of system installations). The facility is an 827-square-foot addition classified as Type VB construction with mixed occupancies (Business, F-1 Industrial, and S-1 Storage) under 2024 International Building Code standards. The design includes split-type heat pump units with electric backup heat, LED lighting with occupancy and daylight harvesting controls, fire alarm systems, and telecommunications infrastructure.

The contract is firm-fixed-price with performance from September 8, 2026, to February 26, 2027 (approximately 5–6 months). Contractors must commence work within 10 days of receiving the notice to proceed. The Government estimates the contract value between $500,000 and $1,000,000 as courtesy information and is neither a floor nor ceiling. Contractors must provide performance and payment bonds at 100 percent of contract price, general liability insurance of $1,000,000 per occurrence, and workers' compensation coverage. Davis-Bacon wage rates apply for Jerome County, Idaho. Key personnel required include a Project Manager, On-site Superintendent, On-site Quality Control Manager, and On-site Safety Manager. Contractors must perform work equivalent to at least 15 percent of total contract value using their own organization on-site.

Evaluation weighs five technical factors (Experience, Schedule, Technical Approach, Safety, and Past Performance) equally to price. A mandatory site visit is scheduled for July 29, 2026, at 10:00 AM at Minidoka National Historic Site. Amendment 0001 was issued August 11, 2026, providing Questions and Answers clarifications, updated past performance questionnaire requiring return by August 21, 2026, at 12:00 PM Pacific time, and corrected specifications addressing photovoltaic system language removal, missing specification sections, concrete forming requirements, and erosion control compliance with specification sections 31 20 00 and 01 57 23. Contracting Officer is Katheryn Camacho.
