About this opportunity

The National Park Service Pacific West Region seeks replacement or retrofit of lighting in Tahoma Woods apartments at Mount Rainier National Park, Ashford, Washington, with proposals due August 21, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to certified SDVOSBs in NAICS 238210 with average annual gross receipts not exceeding $19 million over the past three years.

Place of performance is Ashford, Washington (two buildings: T-117 and T-118 at 55120 and 55116 238th Avenue East). The contract covers retrofit or replacement of 264 interior and exterior luminaires across 16 apartments (four 2-bedroom and four 1-bedroom units per building), with 40 spare luminaires to be provided to NPS upon project completion. All electrical work must be performed by Washington-licensed electricians or registered electrical trainees per the 2026 NEC. All luminaires and bulbs must be LED operating on 120 VAC with UL or ETL listing; integrated and retrofit LEDs require minimum 50,000-hour lifespan; A19 bulbs require minimum 20,000-hour lifespan. Color Rendering Index of 90 or higher is required for specified luminaire types. The project is estimated between $25,000 and $100,000 and will be awarded as a firm-fixed-price construction contract. Period of performance runs September 14 through November 16, 2026; work must commence within 10 calendar days of notice to proceed and be completed within 60 calendar days thereafter. A mandatory consolidated site visit is scheduled for August 10, 2026 at 1:00 p.m. PDT. Questions are due by August 13 at noon PDT. Davis-Bacon wage rates (WA20260111) apply. Performance and payment bonds equal to 100 percent of contract price are required within 10 days of award. Liability insurance of $250,000 per person and per occurrence is required. Buy American construction materials compliance applies under FAR 52.225-9, with domestic content testing waived for commercial off-the-shelf items except iron or steel. Amendment 0001 added FAR Clause 52.219-14, Limitations on Subcontracting. Amendment 0002 posted contractor Q&As and clarified that 4 of 16 apartments are scheduled to remain vacant during performance, though occupancy may change.
