About this opportunity
The National Park Service at Point Reyes National Seashore seeks a small business contractor to rehabilitate Limantour Residence 160, a residential structure at Morgan Horse Ranch, with proposals due September 14, 2026 at 4:00 p.m. PDT.
The procurement is set-aside as Total Small Business under NAICS 236118 (Residential Remodelers). Place of performance is 160 Limantour Drive, Inverness, California 94937, in Marin County; administrative oversight is at Point Reyes Station, California. The contract is firm-fixed-price with a 296-calendar-day period of performance from November 9, 2026 to August 31, 2027, commencing within 10 days of notice to proceed.
The Government seeks offers between $300,000 and $700,000 for base work, though this is neither a ceiling nor floor. Base work includes installation of wall-mounted and slab-jacking steel pier foundation systems, interior utility and storage area retaining wall work, removal and rebuild of wood deck with railings and stairs, driveway retaining wall replacement, security screen door installation, lower-level flooring removal and replacement, and pest exclusion. Seven optional line items include exterior siding and trim painting, upper-level flooring replacement, vinyl window installation, deck sealing and staining, bathroom rehabilitation, kitchen rehabilitation, and interior wall and ceiling painting.
Offerors must hold a current California Contractor State License applicable to the work and assign four key personnel: Project Manager, On-Site Superintendent, Quality Control Manager, and Safety Manager. Substitutions of key personnel are restricted during the first 30 days. All contractors and specialty subcontractors must be California-licensed. Davis-Bacon prevailing wage rates apply per Department of Labor Wage Decision CA20260007 (dated May 18, 2026). Contractors must provide a 20 percent bid bond, 100 percent performance and payment bonds, and maintain liability insurance of at least $1,000,000 per occurrence. Work must comply with Buy American construction materials requirements.
Amendment 1 (August 20, 2026) added California Contractor License as an evaluation factor. Amendment 2 (September 8, 2026) added a third site visit scheduled for September 10, 2026 at 10:00 a.m. PDT, and provided an or-equal materials list (Attachment 12), drawing clarifications (Attachment 13), and notes from the second site visit held August 31, 2026 (Attachment 14). Site visits are highly encouraged but not mandatory; meet at 160 Limantour Drive.
Evaluation employs a best-value tradeoff process equally weighting five technical factors—relevant project experience, key personnel experience, technical approach, construction schedule, and California contractor license status—against price. Offerors must demonstrate construction experience on similar projects completed within the past six years and submit a realistic construction schedule with critical path analysis. A pre-construction conference is scheduled for the week of October 12, 2026. Proposals are emailed to Phaedra Fuller, Contracting Officer, at Phaedra_Fuller@ios.doi.gov. The Government reserves the right to cancel the solicitation.
