About this opportunity

The City of Santa Fe, Central Purchasing Division, is requesting bids for distribution and fulfillment services for the annual Santa Fe Visitors Guide under ITB issued September 14, 2026, with bids due October 2, 2026, at 2:00 p.m. MST/MDT via the OpenGov Procurement Portal. A local business preference of up to 6% applies to resident businesses, with reduced preferences available for non-resident businesses utilizing resident subcontractors.

The scope encompasses receiving, secure storage, inventory management, and distribution of approximately 100,000 copies of the Visitors Guide to targeted visitor-information locations across New Mexico and surrounding states (Arizona, Colorado, Oklahoma, Texas), including major metropolitan areas such as Albuquerque, Denver, Phoenix, Dallas, Houston, and Oklahoma City. The vendor must handle approximately 22 pallets, coordinate recurring deliveries, maintain inventory records, submit annual distribution schedules and reports, and provide all labor, equipment, transportation, shipping, handling, and administrative services necessary for distribution. Monthly deliveries are required throughout the contract year.

The contract term extends up to ten years from final approval signature with no renewal options. The vendor must maintain workers' compensation coverage and procure industry-standard insurance naming the City as an additional insured. Compliance with New Mexico living wage requirements is mandatory.

Pricing must be submitted on a line-item basis for twelve distribution regions with unit costs specified to a maximum of three decimal places. Freight and shipping costs are prepaid by the vendor and invoiced separately. Fixed pricing applies for one contract year; price adjustments in subsequent years require written amendment supported by verifiable documentation of demonstrable market changes, and increases exceeding 10% per line item will not be accepted. Payment terms are Net 30 days following written acceptance, with 1.5% monthly late charges after thirty days. Evaluation criteria emphasize lowest responsive and responsible bidder status, considering unit pricing, extended pricing, estimated usage, and total cost of ownership. Bid opening will be conducted virtually via Microsoft Teams on October 2 at 2:00 p.m.
