About this opportunity

Prairie View A&M University (PVAMU), a member of The Texas A&M University System, is requesting proposals for comprehensive ticketing platform services under RFP #715-26-06, with proposals due April 21, 2026 at 2:00 p.m. Central Standard Time. A mandatory solicitation conference was held April 8, 2026; questions and responses were posted by April 14, 2026.

PVAMU requires a ticketing platform to serve athletic events, commencement ceremonies, and university-wide productions across three campuses: Prairie View main campus, N.W. Houston Center, and College of Nursing Campus in Houston. The platform must integrate with the university's existing TouchNet payment gateway and demonstrate adaptability to future systems such as Ad Astra. The vendor must provide end-to-end ticketing coordination including online, mobile, and point-of-sale sales; customer service; and event management support. Approximately 30 new ticket scanning devices are needed across all venues. Critical certifications and compliance requirements include PCI DSS, TxRAMP/FedRAMP certification, WCAG 2.1 Level AA and Section 508 accessibility standards, and cybersecurity training compliance. The platform must operate on a percentage-based per-ticket sales and processing fee model with no upfront implementation costs to PVAMU; all fees pass to patrons. PVAMU sold approximately 65,770 tickets in 2025 (approximately 70% online, 30% in-person) across four physical locations, generating $1,118,855.50 in revenue at a current per-ticket fee of $1. Approximately 35% of distributed tickets are complimentary.

The contract award is anticipated in May 2026 with an initial three-year term and options to renew for up to two additional one-year terms (maximum five-year total). Evaluation criteria are Proposed Cost of Services (30%), Technical Response (30%), Experience and Expertise (20%), Professional References (10%), and Responsiveness (10%). Respondents must submit a completed HUB Subcontracting Plan with a 1% goal for Vet-HUB suppliers, proof of insurance with specified minimum coverage limits, and certifications regarding debarment status and federal compliance. Proposals must remain valid for 180 days from the submittal deadline. Seven hard copies and one electronic copy are required.
