About this opportunity

Brevard County Public Works is requesting qualifications for supplemental safety planning consulting services to identify crash-reduction strategies across five road segments and ten intersections on Brevard County's high-injury network, with proposals due July 29, 2026 at 10:00 a.m. and questions due July 21, 2026 at 5:00 p.m. Respondents must hold current pre-qualification certification from the Florida Department of Transportation (FDOT) in Work Class Group 6.1 Traffic Engineering Studies — a mandatory eligibility filter.

The scope encompasses Road Safety Audits, lighting studies, typical section changes for speed management and complete streets elements, project readiness evaluations, and project prioritization reports across locations identified in the Space Coast Transportation Planning Organization's Vision Zero Action Plan High Injury Network. All deliverables must be in electronic formats compatible with County and FDOT systems. The contract is funded through the Federal Highway Administration's Fiscal Year 2024 Safe Streets for All Grant Program at $400,000 in federal assistance. Work is a lump-sum arrangement with a two-year term from Notice to Proceed; reimbursable expenses require prior written County approval and are limited to document reproduction, subcontractor costs, equipment rental or purchase, special travel at County employee rates, permits, and licenses.

All consultant services must be performed by Florida-licensed professionals in their respective areas. The contractor must carry Professional Liability Insurance of $2 million per claim, General Liability of $1 million, Auto Liability of $1 million, Cyber Liability of $5 million per claim, and Workers' Compensation as required by Florida law. Work product becomes exclusive property of Brevard County.

Evaluation uses a three-step process: initial shortlisting of at least three firms scored on Team Profile (20 points), Team Management (25 points), Example Projects (25 points), and Project Approach (30 points); Question and Answer sessions limited to thirty minutes per respondent; and contract negotiations with the highest-ranked firm. Proposals must include three hard copies and one electronic USB copy, with Tab page limits specified: Tab 1 (one page, not scored), Tab 3 (two pages), Tab 4 (three pages), and Tab 5 (four pages). Key personnel resumes and current professional licenses must be provided in Tab 2. Compliance certifications include E-Verify registration, Foreign Country of Concern disclosures, and scrutinized company list attestations. Certificates of Insurance are due within five days of Notice of Award, not with the bid. Addendum 1, posted July 23, 2026, clarifies that contract terms may be negotiated after selection.
