About this file
This is Addendum 1 to an RFQ issued by Brevard County, Florida, Purchasing Services for Supplemental Safety Planning (RFQ-8-26-12), dated July 23, 2026. The addendum clarifies requirements and answers prospective bidders' questions regarding proposal submission, evaluation criteria, and contract terms. The bid opening date and time remain scheduled for Wednesday, July 29, 2026, at 10:00 AM. Key clarifications include confirmation that the Addendum Acknowledgement form must be completed and signed as part of the proposal submission in Tab 6; Certificates of Insurance and related endorsements are not required with the bid submission but must be provided within five days of Notice of Award; and client references from three to five completed projects will be contacted directly by the County as part of the evaluation process. Proposals must adhere to specified page limits: Tab 1 is maximum one page (not scored), Tab 3 is maximum two pages, Tab 4 is maximum three pages, and Tab 5 is maximum four pages. The Selection Committee consists of Eric Burnie (Engineer III, Public Works Engineering), Suzanne Reider (Public Works Grant and JPA Writer/Coordinator), and Peter Nguyen (Engineer II, Traffic Operations), with the Space Coast Transportation Planning Organization participating in a non-voting capacity at public meetings.
The addendum addresses multiple contract term requests from prospective bidders, including revisions to indemnity obligations, work correction standards, notice requirements, and intellectual property provisions. The County indicated that contract terms may be negotiated after the most qualified consultant is determined. Additionally, the County clarified that proposers must provide one-page resumes for all key personnel along with copies of current relevant professional licenses, registrations, and certifications in Tab 2. Regarding corporate authority, the County will accept standing corporate resolutions with a completed Certificate of Corporate Officer form, allowing proposers to write notes on the form if necessary to clarify authorization details.

ADDENDUM 1
TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 1 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.
CLARIFICATION TO QUESTIONS RECEIVED
Question 1: Would the County consider revising the indemnity obligations in Section 25.1 to expressly include the causation language required by Section 725.08, Florida Statutes, so that the indemnity applies only to claims and damages to the extent that they are caused by the Consultant's negligent, reckless, or wrongful acts or omissions?
Answer: Contract terms may be negotiated after the most qualified consultant has been determined.
Question 2: Would the County consider revising Section 7.2.2 to clarify that any determination that work must be corrected at no additional cost is based upon a failure to meet the standard of care set forth in Section 7.1, rather than the County's sole determination that the work is unsatisfactory, substandard, etc.? We are willing to correct work that does not satisfy the applicable professional standard of care.
Answer: Contract terms may be negotiated after the most qualified consultant has been determined.
Question 3: Would the County consider extending the one (1) business day notice requirement in Section 9.3 and Section 10.2, as that timeframe may not provide sufficient opportunity to evaluate the cause and impact of a delay before rights are waived?
Answer: Contract terms may be negotiated after the most qualified consultant has been determined.
Question 4: Would the County consider revising Section 3.2 to provide that any future expert witness or litigation support services be performed pursuant to a separate agreement? Such services may present conflict-of-interest concerns and are typically contracted separately from the underlying professional services.
Answer: Contract terms may be negotiated after the most qualified consultant has been determined.
Question 5: The RFQ includes an Addendum Acknowledgment form on Page 24; however, it is not specifically identified as a required item on the Proposer Checklist. Could the County please confirm whether this form should be included with the proposal and, if so, where it would be preferred within the submission? Additionally, please advise whether copies of any issued addenda should also be included.
Answer: Yes, the Addendum Acknowledgement form on Page 24 needs to be completed and signed with your proposal. The signed form should be included with the other signed forms in Tab 6.
Question 6: The Insurance Requirements section appears to indicate that Certificates of Insurance and related endorsements will only be required from the selected firm after award. Could the County please confirm that these items are not required as part of this submission?
Answer: Certificates of Insurance and related endorsements are not required as part of the submission. Certificates of Insurance and related endorsements are required within five (5) days of Notice of Award as indicated in the RFQ and draft Contract (Section 25.6).
Question 7: Could the County please confirm how the client references provided in Tab 4: Example Projects will be used as part of the evaluation process, including whether the County may contact those references directly and whether any written references or letters of recommendation are required?

Answer: Provide a one-page resume for all key personnel and also provide copies of current relevant professional licenses, registrations, and certifications for each resume in Tab 2.

The SCTPO will not be a voting member on the Selection Committee; however, the SCTPO may attend Public Meetings for this solicitation and provide comments.
Question 10: Our firm maintains a standing corporate resolution authorizing designated officers to execute contracts on behalf of the corporation. Will the County accept a copy of this corporate resolution as evidence of signing authority in lieu of completing the Certificate of Corporate Officer form, or is execution of the County's form required? If the form is required, what date should be used for the following statement:
"RESOLVED, that _____, as _____ of the corporation, is hereby authorized to execute the Contract dated _____ between Brevard County, Florida, and the corporation, and that the execution thereof, attested by the _____ of the corporation and with the corporate seal affixed, shall be the official act and deed of this corporation."

Proposer respectfully requests that the County consider revising this provision accordingly.

An Amendment shall not give rise to any contractual rights until both Parties have caused the Amendment to be executed by their duly authorized representatives and a written Notice to Proceed for the respective Amendment is issued by the COUNTY. The CONTRACTOR shall complete the work in accordance with the executed Amendment.
