About this file
This is a Names Only Tab document from a Request for Qualifications (RFQ) issued by Brevard County Public Works for Supplemental Safety Planning consulting services. The RFQ, numbered 8-26-12, was posted on August 5, 2026, with an opening date and time of August 5, 2026 at 10:00 a.m. Three vendors submitted proposals and are currently under evaluation: Kittelson & Associates (DeLand, FL), Metric Engineering LLC (Lake Mary, FL), and Kimley-Horn and Associates Inc (Melbourne, FL). The project requires consultants to develop crash-reduction strategies across five road segments and ten intersections on Brevard County's high-injury network, with services encompassing Road Safety Audits, lighting studies, typical section changes for speed management, complete streets elements, project readiness evaluations, and project prioritization reports. The contract is structured as a lump-sum arrangement with a two-year term from Notice to Proceed.
The project is funded through the Federal Highway Administration's Fiscal Year 2024 Safe Streets for All Grant Program at $400,000 in federal assistance. A mandatory eligibility requirement is current pre-qualification certification from the Florida Department of Transportation (FDOT) in Work Class Group 6.1 Traffic Engineering Studies. All consultant services must be performed by Florida-licensed professionals. The contractor must maintain Professional Liability Insurance of $2 million per claim, General Liability of $1 million, Auto Liability of $1 million, Cyber Liability of $5 million per claim, and Workers' Compensation as required by Florida law. Evaluation follows a three-step process: initial shortlisting of at least three firms scored on Team Profile, Team Management, Example Projects, and Project Approach; Question and Answer sessions; and contract negotiations with the highest-ranked firm. All work product becomes exclusive property of Brevard County.
