Brevard County Supplemental Safety Planning Grant Application Summary
This document is a Safe Streets and Roads for All (SS4A) Supplemental Planning Grant Application submitted by Brevard County, Florida, in partnership with the Space Coast Transportation Planning Organization (SCTPO). The application requests funding to conduct supplemental safety planning activities on five high-injury network (HIN) segments and ten intersections identified in the SCTPO's Vision Zero Action Plan. The proposed scope of work includes conducting Road Safety Audits (RSAs) for all identified locations, performing a lighting study for segments with nighttime safety issues, evaluating typical section changes to support speed management and complete streets elements, and completing a project readiness evaluation with prioritization of potential demonstration and implementation projects. All findings will be summarized and publicly posted online as part of the grant deliverables. The Brevard County Traffic Operations Program (BCTO), staffed with three licensed professional engineers and one engineer in training, will oversee project development, implementation, and monitoring. Letters of support have been received from the Brevard County Manager, SCTPO, and city managers from Grant-Valkaria, Melbourne, and Palm Bay.
The grant application requests $400,000 in federal funding to support the supplemental safety planning activities. Brevard County has demonstrated significant safety challenges, with 435 motor vehicle deaths occurring between 2017 and 2021, resulting in an annual fatality rate of 14.34 per 100,000 population—higher than national benchmarks. Of those fatalities, 37 occurred on Brevard-owned or maintained roads along the HIN, with 18 involving vulnerable road users (pedestrians, bicyclists, and motorcyclists). The selected corridors and intersections represent areas where crashes are concentrated; the HIN accounts for only 16 percent of the roadway network but represents 63 percent of all fatal and serious injury crashes countywide. Additionally, 24 percent of Brevard County residents are identified as disadvantaged populations according to USDOT's Equitable Transportation Community Explorer, and the county ranks higher than national and state percentiles on eight equity indicators, underscoring the need for targeted, equitable transportation safety investments.

NARRATIVE
Overview and Location Brevard County (Brevard) is in East Central Florida on the Atlantic Coast of the US state of Florida. As of the 2020 census, the population was 606,612 (2020 US Census),1 making it the 10th most populated county in Florida.2 Brevard is one of many counties in Florida, where fatalities are not trending down. Now more than ever, we need to address safety issues by providing safe and sufficient modes of transportation to all road users. Brevard has identified five segments and 10 intersections along the Space Coast Transportation Planning Organization (SCTPO) Vision Zero Action Plan High Injury Network (HIN), highlighted in the project location map (Attachment A), where supplemental safety planning activities will be performed. Brevard consists of 16 cities and towns and is home to aerospace and national defense industries, two major airports, and popular destinations such as the Kennedy Space Center, Cape Canaveral, Cocoa Beach, and Port Canaveral, which is the world’s busiest cruise port in 2022.3 The SCTPO’s Vision Zero Action Plan, updated in February 2024,4 identified HINs by mode (pedestrian, bicycle, motorcycle, and vehicle) in Brevard. As part of the Vision Zero Action Plan, a list of Targeted Safety Corridors was created by overlaying the HIN with previously performed safety/planning studies, and screening based on equity considerations: the SCTPO’s Transportation Disadvantaged Populations, the USDOT ETC Explorer, and the USDOT CEJST. The five segments and 10 intersections identified by Brevard did not qualify for the Targeted Safety Corridor list. The goal of these supplemental safety planning activities is to identify implementable safety strategies and projects proven to reduce fatal and serious injury crashes at some of Brevard’s most dangerous segments and intersections.
Selection Criteria Selection Criterion #1: Safety Impact Per USDOT’s FARS data, Brevard experienced 435 motor vehicle deaths between 2017-2021.
Based on a population of 606,612, this results in an annual fatality rate of 14.34 per 100,000 population. Thirty-seven (37) of those deaths occurred on Brevard owned or maintained roads and intersections along the HIN (Attachment B), and 18 were vulnerable road users (pedestrians, bicyclists, and motorcyclists).
Selection Criterion #2: Equity According to the USDOT ETC Explorer National Results, 24% of the residents within Brevard are disadvantaged. Brevard also ranks higher than the national or state percentiles for at least eight
(8) ETC indicator scores as seen in Attachment C. The higher scores underline the need for safe and accessible multi-modal transportation in Brevard.
Selection Criterion #3: Additional Safety Context Scope of Work and Proposed Approach The proposed supplemental planning activities will consist of:
• Road Safety Audits (RSAs): RSAs will be conducted for the five segments and 10 intersections. This will include an assessment of current plans, crash data review, field review, identification of contributing factors, high-risk road features, specific needs of road users, and stakeholder engagement with an emphasis on disadvantaged communities. The RSAs will identify low-cost, high impact strategies and countermeasures for project implementation.
• Additional Safety Analysis:
o Conduct a Lighting Study: A lighting study will be conducted for the five segments and 10 intersections with identified nighttime issues to determine potential lighting improvements.

• Project Readiness Evaluation: Prioritization of potential projects for demonstration and/or implementation and an explanation of prioritization criteria used.
The findings from the supplemental safety planning activities will be summarized, publicly posted online, and included in the requested $400,000 budget. The Brevard County Traffic Operations Program (BCTO) consists of three licensed professional engineers and one engineer in training.
BCTO will oversee project development, implementation, and monitoring. The grant application has received letters of support from the Manager for Brevard County, SCTPO, the Town Administrator for Grant-Valkaria, the City Manager of Melbourne, and from the City Manager of Palm Bay, and included in Attachment D.

February 2024
ACTION
PLAN
Space Coast TPO
20 Space Coast TPO | Vision Zero Action Plan
The most serious crashes are concentrated along certain corridors known as a High Injury Network (HIN). The Vision Zero approach focuses safety efforts on these corridors to make the greatest possible impact on serious crash rates. To identify the HIN, a crash severity score was calculated for each intersection and corridor based on the Highway Safety Manual’s Equivalent Property Damage Only (EPDO) Average Crash Frequency method. This method considers the FDOT crash costs for each severity level (i.e., property damage, possible injury, non-incapacitating injury, incapacitating injury, and fatal crash) with a focus on serious injury and fatal crashes only.
Locations with a higher severity score are experiencing more serious crashes, based on the FDOT crash costs. From 2018 to 2022, 2,303 fatal and serious injury crashes occurred on all Brevard County roads and intersections. In considering all modes, the HIN accounts for only 16% of the roadway network but 63% of all fatal and 23% of all serious injury crashes.
The HIN roadway segments and intersections are provided in more detail in Appendix B.
HINs for each jurisdiction were analyzed in isolation and are provided in Appendix C.
The SCTPO’s HIN maps are available online at sctpo.com/crashes

Where Crashes Happen
How has a serious vehicle crash impacted your life?
“There is nothing worse for a parent than THAT phone call. There is nothing worse for family members to watch a niece or sister be taken from a vibrant happy life while holding her hand at her bedside for the day, endless prayers going up for a miracle and incessant tears shed over the loss of a future of loves, laughter, children, grandchildren, well..... life really, waiting for her. There is nothing worse than asking the angel nurse to please keep her on the machine and clean that child up before you bring her parents back from the airport. There truly can be nothing worse than being the friends/family members who have to pick up her parents from the airport and tell them their child is gone. I’m not certain, but the only thing that may be worse is if it is your own, but probably not. It is our hope that no one has to experience this, so in our family, the only acceptable number can be ‘0’.
In honor of Melissa Gail Houser. May her memory always be a blessing. Lived 29 years.
Died October 22, 2016 at Strawbridge Avenue and Waverly Place, Melbourne, Florida.”

46 Space Coast TPO | Vision Zero Action Plan
The most serious crashes in Brevard County are concentrated along certain corridors and intersections. The Vision Zero approach focuses safety efforts on these corridors to make the greatest possible impact on serious crash rates. To identify the High Injury Network (HIN), a crash severity score was calculated for each intersection and corridor based on the Highway Safety Manual’s Equivalent Property Damage Only (EPDO) Average Crash Frequency method.
The score is calculated by multiplying the number of fatal and incapacitating injuries at each intersection and along each corridor by a weighting factor developed based on the FDOT crash costs. The FDOT crash costs and resulting weighting factors are summarized in the table at right.
The crash severity scores were identified for each roadway segment and intersection by mode: vehicles, motorcycles, bicycles, and pedestrians. Separating out the modes can help identify more targeted strategies to reduce the prevalence of serious crashes.
Roadway segmentation was utilized in the HIN for consistency with Space Coast TPO’s State of the System methodologies.
Weighting Factors for Crash Severity Score
*Only Incapacitating Injury and Fatal crashes were considered in this analysis
Crash severity scores were evaluated across the entire network of roadways and intersections. HIN roadway segments and intersections were selected by mode where the crash severity scores were within the highest cluster of crash severity scores representing approximately 2-5% of the network for each mode (with the exception of vehicle crashes which represents approximately 20% of all fatal and serious injury crashes). From 2018 to 2022, 2,303 fatal and serious injury crashes occurred on all Brevard County roads and intersections. In considering all modes, the HIN accounts for only 16% of the roadway network but 63% of all fatal and 23% of all serious injury crashes.

30 Space Coast TPO | Vision Zero Action Plan
Everyone has the right to move about their communities safely. Vision Zero utilizes data, community input, and experience to prioritize equitable investments of resources and actions. The following figure shows the areas of the county that are in a disadvantaged Census tract. To identify these areas, three equity analyses were conducted using the following tools: Space Coast TPO Transportation Disadvantaged Populations, USDOT Equitable Transportation Community, and USDOT Climate and Economic Justice Screening Tool.
Transportation Disadvantaged (TD) Populations Based on 2016-2020 ACS tract-level data and 2020 Census Tracts. All variables normalized to the person-level. Criteria considered to create composite score: Population over age 65+, Population under age 10, Communities of Color (All races and ethnicities beside White Non-Hispanic), Low-income population (Less than 200% of Federal Poverty line), Population under age 18 in a single-parent household, Workers without vehicle access, Overburdened renters, Population with limited English proficiency, Population with a disability.
USDOT Equitable Transportation Community (ETC) Explorer Based on 2015-2020 ACS tract-level data and Census tracts drawn after the 2020 Census. Five primary components analyzed with 37 indicators total: Transportation Insecurity, Health Vulnerability, Hazard Vulnerability, Environmental Burden and Social Vulnerability.
USDOT Climate and Economic Justice Screening Tool (CEJST) Based on the 2010 Census tracts boundaries.
8 categories with 30 “burdens” in the following categories: Climate Change, Energy, Health, Housing, Legacy Pollution, Transportation, Water and Waste Water, and Workforce Development. Communities are considered disadvantaged if the Census tract meets the thresholds for at least one of categories of burden, there is land within the boundaries of Federally Recognized Tribes, or a Census tract is completely surrounded by disadvantaged communities if they meet an adjusted low-income threshold (≥ 50th percentile).

Criterion Definition Nationwide Florida Brevard County
65 or older
Communities with higher scores have a greater percentage of population aged 65 or older. This is an important consideration when assessing socioeconomic vulnerability, as older populations frequently face access barriers to healthcare and other essential services.
50.00% 60.00% 74.10%
Disability
Communities with higher scores have a greater percentage of population with a disability. Built environments and transportation infrastructure can result in inaccessibility to essential services and resources such as healthcare, transportation, and employment for people with disabilities.
50.00% 53.70% 67.00%
Transportation Access
Communities with higher scores may experience longer commute times and difficulty traveling where they want to go via cars, walking and transit. Long commute times and limited access to personal vehicles or transit can create significant barriers to employment and resources.
50.00% 50.30% 52.40%
Transportation Cost Burden
Communities with higher scores spend a great percentage of household income on transportation, including transit costs; vehicle maintenance and insurance costs;
gasoline and fuel, which leaves less money for housing, medical care and food potentially leading to households living in substandard housing with higher rates of chronic illness and obesity.
50.00% 54.10% 52.80%
Transportation Safety
Communities with higher score experience higher levels of fatalities per 100,000 persons related to motor vehicle crashes. For additional safety data please visit https://cdan.dot.gov/query
47.20% 56.10% 57.00%
High-Volume Road Proximity
Communities with higher scores have a greater percentage of their census tracts within 1 mile of high-volume roads (functional classification 1-3). Proximity to high-volume roads, including interstates, is often lined to higher levels of ozone, diesel PM and increased noise pollution.
49.40% 52.10% 57.30%
High Blood Pressure Prevalence
Communities with higher scores have a greater percentage of the population diagnosed with high blood pressure. Lack of active transportation options and exposure to air pollutants can increase the risk of developing high blood pressure.
49.80% 53.00% 51.70%
Diabetes Prevalence
Communities with higher scores have a greater percentage of population diagnosed with diabetes. Lack of active transportation options and exposure to PM2.5 can increase the risk of developing diabetes.

D. Letters of Support
August 6, 2024
The Honorable Pete Buttigieg Office of the Secretary of Transportation U.S. Department of Transportation 1200 New Jersey Avenue, SE Washington, DC 20590
Dear Secretary Buttigieg, As the Executive Director of the Space Coast Transportation Planning Organization (TPO), I am writing to express our strong support for the Brevard County’s endeavor to secure the Safe Streets and Roads for All (SS4A) Supplemental Planning Grant for the Brevard County Supplemental Safety Planning Project. The supplemental planning activities in support of the Space Coast TPO’s Vision Zero Action Plan, not only aligns with our core mission and vision but also represents a pivotal step in our commitment to Vision Zero—a future where our roadways are free from fatalities and serious injuries.
Brevard County experienced 435 deaths from 2017 to 2021. 37 of those deaths occurred on Brevard County roads and intersections along the High Injury Network, and 18 were vulnerable users (pedestrians, bicyclists, and motorcyclists). The segments intersection’s placement on our high injury network, and their crash history underscores the urgent need for intervention.
These locations serve as a poignant reminder of the work that lies ahead in creating safer, more inclusive streets for all.
The proposed SS4A grant presents a transformative chance to tackle these challenges head
on. By investing in further safety evaluation and studies, Brevard County not only works towards enhancing safety but also fosters a culture of shared responsibility and accountability on our roadways.
We at the Space Coast TPO are of the opinion that every life lost or forever altered by a preventable traffic crash is too many. Our goal of zero is achieved by encouraging the implementation of comprehensive safety enhancements like those outlined in this project, which is a proactive measure to protect the well-being of all road users.
By endorsing the Brevard County Supplemental Safety Planning Project, we reaffirm our dedication to creating a future where every journey is safe. This project represents a critical step forward in our mission to save lives and prevent unnecessary suffering on our roadways, and we extend our appreciation to Brevard County for their commitment and partnership in advancing this effort. We are working together to not only improve safety but also create a brighter and more resilient future for our community.
Respectfully, Georganna Gillette, Executive Director Space Coast Transportation Planning Organization
