About this opportunity

The Madison Metropolitan School District (MMSD) in Wisconsin is seeking a commercial property and casualty insurance provider through Request for Proposal 4007, issued on March 14, 2018, with proposals due by April 27, 2018 at 2:00 PM CST. The district requires comprehensive insurance coverage including workers' compensation, crime insurance, automobile liability, educators' legal liability, general liability, cyber liability, and property insurance for its extensive operations serving approximately 27,000 students across 49 school buildings within a 72 square mile area. The district employs over 2,780 teachers, 145 administrators, 1,300 support personnel, and more than 2,500 part-time staff, with total insurable property values around $873 million. Proposal evaluation will be based on weighted criteria: cost (35%), service and support capabilities (30%), organizational qualifications and experience (25%), diverse-owned business certification (5%), and references (5%). The contract will run from the award date through July 1, 2019, with options for three additional one-year renewals, and M3 Insurance has been selected as the insurance broker effective July 1, 2018.

Diverse-owned businesses certified by the Wisconsin Supplier Diversity Program or participating in the Wisconsin Diversity Procurement Network may receive a 5% preference in the evaluation process. The district maintains an "Aa1" bond rating and has established specific insurance requirements, including property deductibles of $25,000, earthquake deductible of $100,000, and flood deductible of $50,000. The current insurance carrier is Travelers, with an existing annual premium estimate of approximately $449,500. Vendors must provide extensive documentation, including five years of loss history, driver lists, workers compensation payroll information, and formal applications. The district reserves the right to reject any proposals, negotiate contract terms, and potentially award contracts to multiple proposers. Liquidated damages are set at $1,500 per working day, not exceeding one-half of the total contract value, for failure to deliver services timely. The district is exempt from Federal Excise Tax and Wisconsin State Sales Tax and qualifies for governmental and educational discounts.
