About this opportunity

The Superior Court of California, County of Los Angeles is issuing a Request for Proposals (RFP) for annual county-wide public polling services, which constitutes a competitive procurement conducted through the Bonfire online platform. This RFP seeks qualified proposers to conduct comprehensive surveys assessing public attitudes toward the Court over an initial three-year contract term with two optional one-year extensions. The scope of work requires contractors to develop and implement a bilingual (English and Spanish) countywide court survey utilizing multiple data collection methods including landline, cell, text, and online interviews, with approximately 800-1,000 interviews per survey cycle, each lasting 15-18 minutes, and sampling designed to achieve representative coverage across race, ethnicity, gender, age, education, and geography within Los Angeles County. Key deliverables include project plan development, survey design with custom sampling and research strategy, data collection and analysis, a comprehensive report with findings and visualizations, and up to five presentations of results to stakeholder groups. Minimum qualifications require proposers to demonstrate at least five consecutive years of documented experience in national and/or Los Angeles County polling, procurement and maintenance of specified insurance coverages, current business licenses and professional certifications, and completion of all required forms. Evaluation criteria allocate 30 percent weight to experience on similar assignments, 30 percent to quality of the work plan, 30 percent to cost, 7 percent to credentials of assigned personnel, and 3 percent to Disabled Veteran Business Enterprise (DVBE) status. Proposal submissions are due February 17, 2026, with estimated proposal evaluations occurring in February and service commencement in March; pricing must be all-inclusive (except applicable taxes) and firm for 120 days from bid submission.

The procurement includes a 3 percent incentive score increase available to DVBE-certified proposers who meet all applicable requirements, representing a set-aside consideration for disadvantaged enterprises. Pricing must be submitted separately for the initial three-year term and each optional one-year extension period, with all costs associated with service delivery incorporated into quoted prices. The Court reserves the right to award the entire contract to a single vendor or to award multiple contracts to more than one vendor; however, the Court is not bound to consider partial bids and may prefer awarding all line items to one contractor. Award will be made to the highest-scoring vendor based on the weighted evaluation criteria unless superior value effectiveness justifies alternative selection. No incumbent vendor information or existing infrastructure requirements for integration have been identified in the solicitation documents. While specific budget ranges or award values are not disclosed in the available documents, proposers should anticipate that pricing will represent a significant factor in the evaluation, weighted at 30 percent of the total score, and should ensure all-inclusive quotes reflect the full scope of survey administration, analysis, reporting, and presentation services required over the contract period.
