About this file
This is a Request for Proposals (RFP) issued by the Superior Court of California, County of Los Angeles for annual county-wide public polling services. The Court seeks qualified proposers to conduct annual surveys assessing public attitudes toward the Court, with the initial contract term of three years and up to two one-year extensions. The scope of work requires contractors to develop a bilingual (English and Spanish) countywide court survey utilizing multiple data collection methods including landline, cell, text, and online interviews. The survey must consist of approximately 800-1,000 interviews, each lasting 15-18 minutes, with sampling designed to achieve representative coverage across race, ethnicity, gender, age, education, and geography within Los Angeles County. Key deliverables include project plan development, survey design with custom sampling and research strategy, data collection and analysis, a comprehensive report with findings and visualizations, and up to five presentations of results to stakeholder groups. Specific response dates and proposal due dates are maintained on the Court's Bonfire procurement portal, with estimated proposal evaluations occurring in February and service commencement in March.
Proposers must meet minimum requirements including at least five consecutive years of documented experience in national and/or Los Angeles County polling, procurement and maintenance of specified insurance coverages, current business licenses and professional certifications, and completion of all required forms. The evaluation criteria allocate 30 percent weight to experience on similar assignments, 30 percent to quality of the work plan, 30 percent to cost, 7 percent to credentials of assigned personnel, and 3 percent to Disabled Veteran Business Enterprise (DVBE) status. Proposers must submit all-inclusive pricing separated by the initial three-year term and each one-year extension option, with the understanding that all costs associated with service delivery must be incorporated into the quoted price. The Court reserves the right to award multiple contracts to more than one vendor and is not obligated to procure any minimum amount of work under such contracts. DVBE-certified proposers may receive a 3 percent incentive increase to their final score if all applicable requirements are met.
