About this opportunity

The Colorado Department of Natural Resources, on behalf of the Division of the Colorado Water Conservation Board (CWCB), is soliciting proposals for a statewide paid, earned, social, digital, and engagement messaging campaign to amplify the CWCB's mission and the Colorado Water Plan, with proposals due November 23, 2026 at 10:00 AM MST.

Resident bidders may claim preference against nonresident bidders, and Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the U.S. Small Business Administration may receive a 5% price preference. The State will enter into a single contract with the selected prime contractor, who must manage any subcontractors through a prime/subcontractor arrangement with prior written State approval.

The scope encompasses statewide messaging campaign development and implementation utilizing innovative communication strategies to connect with Colorado residents. The State expects detailed budgets broken down by project phase, with payment structured as a percentage of completed phases upon invoice approval.

The total budget is not to exceed $2,000,000 over the two-year contract term, funded through the CWCB Projects Bill (SB 24-1435) and the Projects Bill (HB 26-1338). The contract term extends from the anticipated project start of January 19, 2027 through January 31, 2029. Comprehensive insurance requirements include workers' compensation, general liability ($1,000,000 minimum per occurrence), professional liability ($1,000,000 per claim), and crime insurance.

Questions are due November 3, 2026 at 10:00 AM MST, with answers posted by November 6, 2026. A public proposal opening is scheduled for November 23, 2026 at 12:00 PM MST via Google Meet. The evaluation period runs November 24 through December 7, 2026, with top candidate interviews scheduled for December 9–11, 2026 and award decision expected by December 15, 2026. All proposal materials become the property of the State of Colorado. The State reserves the right to reject any or all proposals.
